1. Vessel-Related Charges (Safety-Critical)

Tonnage Dues: USD 0.10/GT (min USD 3,000) per call. Certified by PPA Circular No. PPA/2023/T-01 (amended July 2023).

Port Dues: USD 0.15/GT foreign, USD 0.10 coastal (exempt for SAR vessels). Bangladesh MPA Notification 2022-34.

Pilotage:

– Arrival/Departure: USD 0.08/GT (min USD 1,200, max USD 8,000)

– Shifting: USD 0.05/GT (min USD 800). PPA Navigation Regulation §5.3.

Tugboat:

– Standard: USD 1,200/tug (2 tugs mandatory >20,000 GT)

– Emergency: USD 2,400/tug (SOLAS-required standby). PPA Safety Directive 2023-07.

Berth Hire: USD 0.04/GT/day (charged per 6-hour blocks). Emergency berthing +25%. Port Act 2021 Schedule 2.

Mooring: USD 500/operation (certified mooring teams required). OCIMF MEG4 compliance.

Quarantine:

– Standard: USD 200 + USD 50/hour inspection

– Health Crisis: USD 1,000 (WHO Emergency Regulation fee).

Customs: USD 350 + 0.1% cargo value (if applicable). Customs Valuation Rules 2021.

2. Operational Service Fees

Garbage:

– Non-hazardous: USD 100/m³

– Hazardous: USD 200/m³ (MARPOL Annex V certified handlers only).

Fumigation:

– Cargo holds: USD 2,000/hold (ISPM-15)

– Full vessel: USD 3,000 + USD 500/day aeration. BGPH quarantine rules.

ISPS: USD 0.02/GT (min USD 500). Includes armed guards (4 officers/vessel). ISPS Code Level 1.

Fire Service:

– Standby: USD 200/hour (min 4 hours)

– Actual deployment: USD 2,000/hour. SOLAS Chapter II-2 enforced.

3. Cargo Handling Charges

Container Fees:

– Loading/Discharge: USD 25/TEU, USD 45/FEU

– Reefer Monitoring: USD 50/day. PPA Container Terminal Tariff.

Bulk Cargo:

– Trimming: USD 2.50/ton (BLU Code compliant)

– Sampling: USD 300 per lot (ISO 13719 standard).

Dangerous Goods:

– Base fee +50%

– Special handling: USD 500/container (IMDG Class 1-9).

4. Crew & Welfare Services

Shore Passes: USD 20/crew (72-hour validity). Immigration Rule 12/2020.

Medical:

– Inspection: USD 50/crew

– Emergency: Actual cost +15% (ILO MLC 2006 compliant).

Repatriation: Bonded agent service at cost +10%. MLC Regulation 2.5.

5. Utility Services

Potable Water: USD 5/ton (WHO water standard test reports available).

Shore Power:

– 440V/60Hz: USD 0.20/kWh

– High-voltage: USD 0.25/kWh. PPA Electrical Safety Code.

6. Mandatory Safety Equipment

Oil Boom: USD 1,000/deployment (OPRC 90 compliance).

NAVTEX Service: USD 100/day (SOLAS Ch.V regulation 7).
