To implement General Secretary Xi Jinping’s important directives on the comprehensive revitalization of Northeast China and the paired cooperation between some provinces and cities in the Northeast and Eastern regions, and to further enhance the level of Shanghai-Dalian paired cooperation, from May 11 to 13, Gong Zheng, Deputy Secretary of the Shanghai Municipal Committee and Mayor, led a Shanghai delegation to study and inspect Dalian and Shenyang in Liaoning Province, accompanied by Wang Xinwei, Deputy Secretary of the Liaoning Provincial Committee and Governor, and Xiong Maoping, Deputy Secretary of the Liaoning Provincial Committee and Secretary of the Dalian Municipal Committee.
This year marks the tenth anniversary of the launch of the Shanghai-Dalian paired cooperation. The paired cooperation between Shanghai and Dalian has achieved significant substantive results, replicating and promoting a number of effective reform and innovation measures, jointly building and sharing a number of major platforms for industrial cooperation, and implementing and advancing a number of landmark cross-regional cooperation projects. During the “14th Five-Year Plan” period, Shanghai and Dalian had over 90 key mutual investment projects with a total investment exceeding 94 billion yuan. The two cities exchanged 58 cadres for temporary or permanent posts and conducted talent training for approximately 30,000 person-times.
Industrial cooperation is the focus of Shanghai-Dalian collaboration. The two cities are promoting cooperation on major projects, key enterprises, and specialized industrial parks, jointly building an industrial ecosystem support system deeply integrating technology, talent, capital, and trade exhibitions. The Shanghai delegation visited the Liaoning Port Group to learn about Dalian Port’s development strategy and its progress in digital, intelligent, and green development, and went to the production dispatch command center to understand port operations. Gong Zheng stated that both Shanghai and Dalian are maritime cities, hoping the two sides can deepen cooperation in areas such as optimizing shipping routes, green fuel bunkering, and shipping service guarantees, combining strengths and complementing advantages to promote the development of the shipping industry. Since the establishment of the Shanghai-Dalian paired cooperation mechanism, the Dalian International Industry Fair has become a platform for industrial exchange between the two cities, with enterprises from both sides signing over 80 agreements on technical cooperation and other matters, achieving an intended cooperation amount exceeding 3 billion yuan. Coinciding with the 28th Dalian Industry Fair, leaders from both cities jointly toured the exhibition, inspecting the Shanghai exhibition group and the Dalian Heavy Equipment exhibition area. Gong Zheng expressed hope that the two cities could share and utilize major platforms such as the China International Import Expo, the Liaoning International Fair for Trade and Investment, and the Dalian Industry Fair to promote industrial docking and cooperation between Shanghai and Dalian, facilitate the transformation and implementation of achievements, and expand new space for opening up. In Shenyang, the delegation visited AVIC Shenyang Aircraft Industry (Group) Company Ltd. to learn about Shenfei’s R&D innovation and production operations, and also toured the China Industrial Museum. Gong Zheng stated that Shanghai and Liaoning can focus on their respective advantageous industries, encourage enterprises to promote the integration of production and application, production and demand, co-build industrial parks, and integrate upstream and downstream industrial chains in fields such as integrated circuits, artificial intelligence, intelligent manufacturing, marine engineering, and fine chemicals, driving efficient economic interaction and cooperation between the two regions and contributing to the revitalization of Northeast China.
Strengthening technological innovation is a key lever for achieving high-quality development. At the Yingshige Science City in the Dalian High-tech Zone, the Shanghai delegation inspected the Science and Technology Achievements Exhibition and Exchange Center and the Yellow Sea Laboratory, learning in detail about the overall planning and construction of the science city and the development of high-level scientific research platforms. At the Dalian Institute of Chemical Physics, Chinese Academy of Sciences, the delegation learned about the institute’s achievements in energy storage technology and low-carbon catalysis technology. Gong Zheng stated the need to thoroughly implement the spirit of General Secretary Xi Jinping’s important speech at the symposium on strengthening basic research, focus on serving national strategies, encourage research institutes and leading enterprises from both regions to deepen joint research projects in fields such as new energy, new materials, and next-generation information technology, promote the integration of industry, academia, and research and the transformation of scientific and technological achievements, and help both regions transform their industrial foundation advantages into advantages for high-quality development.
Improving people’s livelihood and well-being is the starting point and ultimate goal of regional development. Shanghai and Dalian have improved cooperation mechanisms in the health field, strengthening collaboration in eight aspects including the sharing of medical resources, discipline construction, talent training, and improvement of primary-level medical capabilities. At the Dalian Women and Children’s Medical Center, the delegation visited the hospital history museum and pediatric wards to learn about the hospital’s development and the status of Shanghai-Dalian medical cooperation. The center’s director stated that through Shanghai-Dalian cooperation and group integration development, the hospital’s outpatient volume and surgical volume have continued to grow rapidly, and it has entered the first tier of national women’s and children’s hospitals. Gong Zheng said he hopes to identify entry points, continue to deepen cooperation, and jointly work to improve the level of public services such as health and medical care, better benefiting the people of both cities.
During his stay in Dalian, Gong Zheng and his delegation also visited and expressed condolences to Shanghai cadres temporarily working in Dalian.
