According to statistics, from January to August this year, Qingdao Port exported 112296 new energy vehicles, a year-on-year increase of 134.4%.
Recently, in the Qingdao Dagang shore supervision site, 2,350 domestic BYD brand new energy vehicles were ready to take the “Asia Supreme” to Mexico after being supervised by customs officers.
“In the first eight months of this year, exports continued to rise, with a year-on-year increase of 138.1%. Behind the eye-catching data is inseparable from the support of customs’ various preferential policies for enterprises. Customs provides assistance to enterprises in various aspects such as the supply of technical and trade measures, inspection and appraisal of dangerous packages, and export tax rebate services, and helps enterprises expand their overseas market share in multiple links and the whole chain.
“We focus on the pain points of capital flow of automobile export enterprises, and alleviate the pressure on enterprise capital turnover by speeding up the processing of automobile export tax rebates and optimizing the implementation of automobile tax rebate policies.” Zhang Hao, deputy chief of the second section of the comprehensive business section of Qingdao Dagang Customs under Qingdao Customs, said. By optimizing service measures, the customs helps to compress the average time for normal export tax refunds (exemptions) of Class I and Class II automobile export enterprises to 3 working days, and achieve “immediate reporting and review” for risk-free reminder enterprises. Make good use of the policies of “tax rebate in the area (warehouse)” and “tax rebate at the port of departure” to ensure that all export tax rebates should be refunded.
At the same time, the customs further extended the service chain and covered the logistics customs clearance link of automobile exports, especially in view of the growth trend of new energy vehicle exports, and took the initiative to crack the actual obstacles in the circulation of ports.
Qingdao Port is a comprehensive freight terminal with good infrastructure, but with the increase in the export volume of new energy vehicles at the port year by year, the pressure on port logistics distribution and site storage has also increased.
“In the past, after the goods arrived at the port, the inspection and release links often had to wait a lot of time, but now the customs measures such as ‘inspection upon arrival at the port, inspection and release’, the customs clearance time of the whole process has been reduced by nearly 30% compared with before, which allows new energy vehicle companies to arrange shipping schedules more flexibly.” Luan Fumin, marketing manager of Dagang Branch of Qingdao Port International Co., Ltd., said.
For enterprises, time is a real benefit, customs “advance declaration” and “two-step declaration” and other customs clearance facilitation measures help export cars to achieve “inspection upon arrival at the port, inspection and release”, and the customs clearance time is reduced by nearly 30% compared with the past.
The efficient customs clearance process allows ships to enter and leave the port with zero delay, zero waiting operation, and reduce the cost of enterprises by about 15%.
At the same time, in order to actively serve the momentum of domestic new energy vehicles going overseas, Qingdao Dagang Customs actively implements the responsibility of enterprise guidance and assistance, establishes a “one-to-one” contact mechanism with enterprises, conducts normalized policy publicity and “face-to-face” Q&A for enterprises, and pre-reviews relevant documents such as business licenses, export licenses, and vehicle international quality certifications of vehicle export enterprises, so as to help more domestic new energy vehicles go abroad and sell well overseas.
