Recently, the pure electric tugboats “Jin Electric Tug 2” and “Jin Electric Tug 4,” built by Huanghai Shipbuilding Industry Co., Ltd., completed their towing formation operations and slowly sailed toward Tianjin Port. With this, all four of Shandong Province’s first batch of newly built large pure electric harbor tugboats have been delivered. As the initial achievements of Shandong’s shipbuilding industry’s green transformation, maritime authorities provided comprehensive supervision and service support throughout the process, safeguarding the development of new energy vessels.

The maritime authorities integrated the concept of maritime supervision and service support throughout the entire project. During the construction phase, the Weihai Shidao Maritime Safety Administration intervened early, collaborating with Huanghai Shipbuilding Industry Co., Ltd. and the Weihai Inspection Office of the China Classification Society Qingdao Branch to discuss technical challenges such as construction standards and inspection procedures. They focused on supervising the completeness of blueprints, consistency between ship and drawings, and marine product certificates to ensure the vessels met relevant construction standards. During sea trials, law enforcement officers monitored the vessels’ movements in real time via drones and conducted multiple rounds of testing on core equipment such as the power system and battery power supply stability in collaboration with the shipyard. Simultaneously, they broadcast navigational warnings and VHF reminders to avoid collisions, ensuring efficient and safe trials. At the delivery stage, the Weihai Shidao Maritime Safety Administration guided the company in formulating the “Towing Navigation Safety Assurance Plan,” organizing risk assessments with CCS, pilots, and experienced captains to clarify towing conditions and safety measures. On the day of departure, a “sea-air integrated” supervision approach was adopted: law enforcement officers boarded the vessels for oversight, the smart maritime system provided dynamic monitoring, drones assisted with aerial patrols, and real-time navigational warnings were broadcast to ensure the safe departure of all four tugboats.

“From construction inspection supervision to delivery and departure, we have provided end-to-end services to pave the way for new energy vessels,” said a relevant official from the Weihai Shidao Maritime Safety Administration. In the future, they will continue to optimize service processes to support green shipping development and provide practical experience for the “dual carbon” goals.
