Shanghai, November 24 (China News Network) (Reporter Jiang Yu) In September this year, focusing on high-frequency enterprise demands, Shanghai Customs took the lead in launching three “Efficiently Handle One Matter” application projects: amendment and withdrawal of customs declaration forms, tax refunds for departures, and /receiving /outbound mail, promoting a service transformation from “offline running” to “online processing”.
Recently, Shanghai Customs launched an “upgraded version” of the application projects, newly rolling out three “One Matter” projects: online application for voluntary disclosure, facilitated customs clearance for imported cosmetic samples, and consumer goods first-launch economy. Through breakthroughs in reform featuring intellectualization, reduced procedures, and exemption from formalities, they continue to handle practical matters and solve difficulties for enterprises.
Since the implementation of the first batch of “Efficiently Handle One Matter” application projects, the results have been significant. Over 20,000 enterprises have activated blockchain digital identity (DID) certification and handle amendment and withdrawal of customs declaration forms online, with processing efficiency more than doubling; the “sealing and coding” measure for departure tax refunds has been replicated and promoted to commercial districts in other Yangtze River Delta cities, with the verification volume for departure tax refunds in the Shanghai Customs district accounting for over half of the national total; the “one-stop” processing platform for /outbound mail has completed mail declarations for nearly 9,000 /recipients, saving nearly 250,000 yuan in customs clearance costs.
Among the newly launched application projects, the “One Matter” of online application for voluntary disclosure achieves service upgrade through “Three Transformations for Three Assurances”: First, a “standardized” process reassures enterprises. The system clearly defines the requirements and necessary documents for each step, allowing even novices to operate smoothly, meeting the needs of large enterprises for “single-point external contact and independent submission”. Second, “facilitated” processing saves enterprises trouble. Customs officers can directly inform enterprises of any required supplementary materials during online review, replacing enterprise legwork with data flow. Third, “quality-optimized” coordination puts enterprises at ease. When encountering complex issues, customs officers can seek assistance from business authorities with one click, accurately resolving difficulties through “expert consultation”.
It is noteworthy that the “Announcement on Handling Matters Related to Voluntary Disclosure of Tax-Related Violations” (Announcement No. 194), issued by the General Administration of Customs on October 11 this year, officially took effect, further relaxing the time limit for exemption from penalties and optimizing the conditions for exemption. The dual assistance of online application and the new policy will continue to release the benefits of the voluntary disclosure policy.
The newly launched “One Matter” for facilitated customs clearance of imported cosmetic samples focuses on three aspects: inspection, supervision, and service, providing integrated services for cross-border R&D in the beauty industry. In terms of reducing inspection burdens, eligible cosmetic samples for laboratory testing and R&D are exempt from Chinese label inspection and laboratory sampling inspection. In terms of risk classification, a “enterprise credit + sample risk” grading mechanism is established. Enterprises with standardized management and a long history of importing samples are subject to strengthened post-event supervision and given the most favorable customs clearance treatment. In terms of online services, relying on the “Internet + Customs” platform, integrated services such as business guidance, online application, and real-time query are provided.
Another newly launched application, the “One Matter” for consumer goods first-launch economy, utilizes the “White List + Differentiated Conformity Assessment” model pioneered by Shanghai Customs to help build the “First Launch in Shanghai” brand. Under this model, local commerce departments recommend key enterprises and new products, and Customs implements classified supervision after safety risk assessment. Exhibits for first /shows and small batches of new products (20 items or fewer) can be quickly released upon “conformity assurance”; batches of more than 20 items can be quickly released based on laboratory reports and “conformity assurance”. Currently, the “White List” includes 27 multinational brand headquarters, 44 internationally renowned brands, and over 20,000 types of first-launch consumer goods. (End)
