Sichuan-Chongqing Transportation Departments Jointly Issue Plan to Explore Credit + Transportation Travel

People’s Daily Online Chongqing, November 27 (Chen Qi, Liu Min) According to information from the Chongqing Municipal Port, Shipping, and Maritime Affairs Center, to thoroughly implement the Chengdu-Chongqing region dual-city economic circle construction strategy and promote the high-quality development of water transport in Sichuan and Chongqing, the Chongqing Municipal Transportation Commission and the Sichuan Provincial Department of Transportation recently jointly issued the “Implementation Plan for the Pilot Application Scenario of ‘Credit + Priority Lock Transit’ at the Caojie Navigation-Power Hub on the Jialing River” (hereinafter referred to as the “Plan”).

The “Plan” specifies that it will focus on “enhancing efficiency through credit empowerment and optimizing services through classification” to build a management model of “credit rating—service matching—dynamic supervision.” Its core measure is to establish and implement a ship lock transit credit points system. Credit points consist of initial points (600 points) and other points based on administrative penalties, administrative inspections, lock transit activities, etc., thereby implementing a four-category credit evaluation management for ships: green, blue, yellow, and red.

The credit evaluation results will be directly linked to ship lock transit services, achieving differentiated scheduling. According to the “Plan,” lock transit services are divided into multiple priority levels, among which emergency rescue vessels, military transport vessels, passenger liners, and key urgent transport material vessels enjoy the highest priority for lock transit. Simultaneously, ships with good credit can apply to enjoy priority lock transit services and are classified as “secondary priority.”

To ensure fairness and efficiency, the “Plan” stipulates that the number of ships granted priority lock transit per day shall not exceed three, and ships must apply online 24 hours in advance. The scheduling unit will provide feedback on the decision 12 hours in advance. Additionally, convenient services such as /receiving express mail and arranging supplies will be provided to ships based on their credit points.

A relevant responsible person from the Chongqing Municipal Transportation Commission stated that this “Plan” aims to explore replicable and promotable experiences for the application of “credit + transportation” scenarios by empowering shipping management with credit, marking a new stage of credit-based, refined, and integrated management for Jialing River shipping.
