Singapore Customs will require all Ordinary Certificate of Origin applications to be filed electronically through the digital platforms of five authorised organisations from 1 August 2026, eliminating manual submissions for exporters and manufacturers using the OCO regime.
The requirement was set out in Circular No. 07/2026, published on 7 May 2026, with Singapore Customs saying the shift to full electronic submission is intended to improve processing efficiency and allow applicants to submit and track applications online.
The new process covers OCO applications handled through the five authorised organisations consulted by the agency and the Ministry of Trade and Industry: Singapore Chinese Chamber of Commerce and Industry, Singapore Indian Chamber of Commerce and Industry, Singapore International Chamber of Commerce, Singapore Malay Chamber of Commerce and Industry, and Singapore Manufacturing Federation.
