The first railway transport customs supervision operation site in Guigang City has been officially put into use.

On November 11, Guigang’s first railway transport Customs supervision operation site—the Guigang Luobowan Railway Transport Customs Supervision Operation Site—successfully passed the verification by Guigang Customs and was officially completed and put into operation. This marks the establishment of a comprehensive, three-dimensional foreign trade logistics system for cross-border logistics in Guigang City, encompassing “waterway, railway, and highway” transport.

“From now on, when Guigang’s foreign trade enterprises import or export goods, they only need to undergo Guigang Customs supervision at the railway transport supervision operation site within our terminal. All customs declaration procedures can be completed locally in Guigang, and the goods can be shipped out by transferring through railway transport to border ports,” said Jiang Yonghong, Deputy Manager of the Engineering Technology Department of Guangxi Guigang Beigang International Container Terminal Co., Ltd. He explained that the opening of the railway transport supervision operation site at the terminal enriches the logistics channels, which can help deepen the linkage between Beibu Gulf Port and the ASEAN region in rail-water intermodal transport business, seamlessly connect with international train resources such as China-Vietnam and China-Laos routes, and further consolidate the efficiency of regional cross-border logistics hub coordination.

To seize the strategic opportunities presented by the national “New Western Land-Sea Corridor” and the “Pinglu Canal” century projects, implement the decisions and deployments of the autonomous region and Guigang City regarding promoting high-level opening up and high-quality development, and leveraging the unique port and railway hub advantages of the Guigang Terminal Luobowan Operation Area, the planning, design, construction, and operation of the Guigang Luobowan Railway Transport Customs Supervision Operation Site were realized by improving and upgrading existing facilities and equipment in accordance with the construction standards for Customs supervision operation sites. After the site passed verification and was officially put into use, it established a comprehensive, three-dimensional foreign trade logistics system for cross-border logistics in Guigang City, encompassing “waterway, railway, and highway” transport. After goods arrive at the port, they can directly undergo inspection, taxation, and release at this site, and then be transferred to the border port for export, significantly shortening customs clearance time. This can achieve benefits of “fast clearance, cost reduction, and trade promotion” for foreign trade enterprises.

Yang Can, Deputy Director of Guigang Customs, stated that Nanning Customs and Guigang Customs, the two levels of Customs, coordinated closely and deeply practiced the “As If I Were Clearing Customs” service concept. A special task force was established to proactively engage and provide guidance throughout the entire process, offering tracking services from project site selection, supporting systems, construction plans, application acceptance, to organizing acceptance inspections, ensuring the railway supervision operation site successfully met standards and passed the acceptance verification.
