On June 22, the Ministry of Transport held a plenary meeting of the Ministry Safety Committee and the Third Quarter Transport Production Safety Video Conference, deeply studying and implementing General Secretary Xi Jinping’s important instructions on production safety, earnestly implementing the decisions and deployments of the Party Central Committee and the State Council, assessing the current production safety situation, and deploying key work for the third quarter. Party Secretary and Minister Liu Wei attended the meeting and delivered a speech.

The meeting pointed out that in the first half of this year, the production safety situation in the industry was generally stable. During the just-concluded Dragon Boat Festival holiday, transport production safety and service guarantee work were stable and orderly. It is necessary to further raise political awareness, clearly recognize the severe and complex situation facing production safety in the third quarter, place production safety in a more prominent position, overcome paralysis and侥幸心理 (fluke mentality), and with a more resolute attitude and more powerful measures, make every effort to prevent and curb the occurrence of major and extraordinarily serious accidents, firmly holding the bottom line of production safety.

The meeting emphasized that it is necessary to resolutely win the proactive battle against safety risks during the flood season, do a good job in investigating and rectifying major risk hazards during the flood season and summer period, complete the comprehensive investigation of the northern region with high quality, accelerate the dynamic clearing of major hazards, strengthen proactive defense against disaster weather during the flood season, implement proactive defense measures for heavy rainfall such as “response, inspection, and control”, control measures for high-risk areas during continuous rainfall, safety risk control responsibilities for key ordinary highways during the flood season, management measures for inland river navigation bans and restrictions during the flood season, typhoon prevention measures for maritime vessels, and flood and typhoon prevention measures for ports. It is necessary to solidly carry out safety supervision in key areas, deeply promote special governance of prominent issues, dare to confront real problems, strengthen dispatch guidance and follow-up on effectiveness, strengthen risk control of major risks in key areas, and strengthen safety supervision for the transport of dangerous goods in summer, tourist passenger transport during summer vacation, and the peak construction season of engineering projects. It is necessary to enhance the intelligent level of safety supervision means, accelerate the installation and deployment of highway meteorological observation facilities and monitoring facilities for key risk bridges, continuously promote the optimization and upgrade of highway video, enhance the monitoring and early warning capability of major hazard sources in port storage tanks, improve the online dispatch and verification function for upgraded control, and promote the expansion and application of inspection and supervision intelligent agents to key ordinary highways.

At the meeting, the Chief Safety Officer of the Ministry reported on the progress of production safety work in the first half of the year and the key production safety work for the third quarter; the Department of Transport of Shandong Province, the Yangtze River Maritime Safety Administration, the Transport Committee of Chongqing Municipality, and the Jiangxi Provincial Communications Investment Group made exchange speeches in turn.

Ministry leaders attended the meeting. The Chief Engineer of the Ministry and members of the Ministry Safety Committee participated. Responsible comrades from the transport departments (bureaus, commissions) of provinces (autonomous regions, municipalities) and the Xinjiang Production and Construction Corps, the Changjiang River Administration of Navigational Affairs, the Pearl River Administration of Navigational Affairs, the directly affiliated maritime system, the salvage system, some central enterprises in the industry, provincial-level highway operating enterprises, large port enterprises, and large water passenger transport enterprises attended the meeting at branch venues.
