The Suqian Navigation Service Center’s Siyang Lock has innovated a “rotating safety officer” mechanism to strengthen operational safety defenses.

From July to August, the Siyuan Ship Lock under the Suqian Navigation Service Center of the Northern Jiangsu Waterway Administration carried out the “Rotating Safety Officer” initiative at its operational site. By involving all frontline shift teams in dynamic inspections, the activity further strengthened safety control throughout the entire ship lock operation process, ensuring that safety responsibilities are implemented down to every post.

During the initiative, on-duty operators took turns serving as safety officers through “role-swapping,” conducting comprehensive inspections of Lock Chambers 1, 2, and 3, as well as navigation guidance facilities in the approach channels. They focused on monitoring the operational status of electromechanical equipment, vessel entry and exit procedures, dynamic water level regulation in the lock chambers, and order management of vessels in the approach channels. Any identified weak points were promptly reported and addressed. Additionally, the rotating safety officers proactively disseminated flood season safety knowledge to passing crew members, ensuring safety management measures were thorough and all-encompassing.

The “Rotating Safety Officer” model breaks the limitations of traditional “designated personnel” safety management, empowering every employee to take an active role in safety oversight. Through this initiative, not only were employees’ safety awareness and hazard identification skills enhanced, but a strong culture of “everyone as a safety officer, every post a safety checkpoint” was fostered on-site, injecting new momentum into the safe and efficient operation of the ship lock.
