TotalEnergies to demobilize its floating LNG terminal in Le Havre

TotalEnergies announced on November 25, 2025 that it will demobilize its floating storage and regasification unit (FSRU) in the port of Le Havre.

The facility had been deployed in 2022 at the request of French authorities, during a period marked by a sharp decline in gas imports from Russia and an energy crisis across Europe. TotalEnergies provided the terminal at its own expense and without public subsidies to support France’s energy security and, more broadly, that of Europe.

The terminal served as a “safety net” by offering additional LNG import capacity that could have been used in the event of winter consumption peaks or geopolitical stress. TotalEnergies said that stabilized gas supply conditions in France and Europe, combined with the facility’s lack of use, show that the terminal is no longer necessary.

The company referred to a decision by the Rouen Administrative Court on October 16, 2025, that also observed the absence of operational need. In this context, TotalEnergies decided to demobilize the FSRU in Le Havre. The company is the world’s third-largest LNG player in 2024 with a global portfolio of 40 Mt/y, benefiting from positions across the LNG value chain including access to more than 20 Mt/y of regasification capacity in Europe.
