The Valenciaport Foundation is promoting Clever Tool, a platform developed within the framework of the European project Arsinoe, an intuitive and powerful tool, designed to support the APV’s Climate Change Observatory and whose applications range from operations planning and the construction of adapted infrastructure to risk reduction in the daily management of the port.
At the end of September, the final event of the project on climate change adaptation Arsinoe (Climate-resilient regions through systemic solutions and innovations) was held in Brussels, an ambitious initiative co-financed by the European Commission through the Horizon 2020 program, in which the Valenciaport Foundation participated as a strategic partner.
Thanks to the Arsinoe project, innovative and sustainable solutions for climate change adaptation in Europe have been designed and implemented, betting on a comprehensive and multisectoral approach.
The project has analyzed the impact of extreme climate phenomena, such as heat waves, floods or droughts, on key sectors like transport, in addition to evaluating their effect on the health and quality of life of citizens.
One of the main achievements of the project has been to advance the transformation of the “One Health” approach towards a new paradigm, that of systemic resilience. This interconnected vision links environmental sustainability, water security, public health and socio-economic stability, underlining that climate challenges cannot be addressed in isolation.
Through practical tools, governance frameworks and innovation routes developed during the project, Arsinoe positions itself as a reference model for future adaptation strategies both at the European and global level. Among its key recommendations, the need to integrate physical, mental and social health as an explicit objective in climate resilience policies stands out.
The project has deployed nine use cases in different European territories, including the Mediterranean ports of Valencia, Piraeus and Limassol. Specifically, in the proof of concept developed at the Spanish terminal, three Living Labs were organized with the port community, where threats were mapped, risks were prioritized and a roadmap for climate adaptation was developed.
This work made it possible to reinforce stakeholder participation, identify innovation pathways and design specific financial options for the ports in the region. Furthermore, it consolidated the Valencia Port Authority (APV) as a European benchmark in sustainability and resilience, promoting the creation of the Clever Tool.
Developed by the company NOW Systems with the support of the foundation, the platform combines two sources of information for each climate event, real-time meteorological and oceanographic data with information provided by the users themselves about the effects of extreme phenomena on infrastructure and operations.
The result is an intuitive and powerful tool, designed to support the APV’s Climate Change Observatory.
Its applications range from operations planning and the construction of adapted infrastructure to risk reduction in the daily management of the port.
This Observatory is a cooperative initiative with Puertos del Estado, and with the support of the Valenciaport Foundation, through which the aim is to monitor the evolution and impacts of climate change on the operations and infrastructures of the ports of Valencia, Sagunto and Gandía. It is a pilot experience that will serve as a starting point to replicate the methodology and knowledge generated in the rest of the ports of general interest.
With these contributions, Arsinoe not only strengthens Valencia’s position as a laboratory for port innovation, but also sets a path for the design of climate resilience strategies throughout Europe.
