On November 23, 2025, the Sixth Member Congress of the China Association of the National Shipbuilding Industry (CANSI) was grandly held in Beijing. The congress comprehensively summarized the work of the Fifth Council of CANSI, reviewed and adopted various reports and proposals, and elected the Sixth Council and the First Board of Supervisors. More than 300 attendees were present, including Xu Chunrong, Director of the Second Department of Equipment Industry of the Ministry of Industry and Information Technology; Guo Dacheng, President of the Fifth Council; Wu Qiang, Executive Vice President of the Fifth Council; Chen Minjun, Executive Vice President of the Fifth Council; candidate leaders for the Sixth Council; representatives from member units; responsible persons from relevant provincial and municipal shipbuilding associations; and guests. The congress was presided over by Wu Qiang, Executive Vice President of the Fifth Council.
I. Remarkable Achievements: The Fifth Council Delivers an Outstanding Report Card
Guo Dacheng, President of the Fifth Council, delivered a work report to the congress. The report comprehensively reviewed the association’s work and achievements during the term of the Fifth Council. The report pointed out that the Fifth Council united and led all member units to conscientiously implement the Party’s principles and policies, strictly adhere to political discipline and rules, resolutely uphold the “Two Safeguards,” firmly establish and implement the new development philosophy, closely focus on the requirements for high-quality development in the industry, made promoting structural adjustment, transformation, and upgrading of the industry the main focus of its work, accelerated the reform and development of the shipbuilding industry, and achieved gratifying results.
Through the unity, cohesion, and collaborative efforts of all member units, the association proactively shouldered responsibilities and successfully built six core platforms: policy research, member services, information consulting, innovation-driven initiatives, education and training, and exchange and cooperation. By facilitating data and information sharing channels, it provided solid data support for precise government policymaking and scientific enterprise management; it focused on key and difficult issues of concern to member units, actively promoting the resolution of appeals and safeguarding rights and interests; led by innovation, it assisted in the iterative technological upgrading and optimization of the industrial structure of the sector; emphasized the construction of talent teams in the industry, exploring new models and paths for vocational education and training to empower talent growth and development; continuously deepened international and domestic exchanges and collaboration, effectively expanding the industry’s development space and areas of cooperation, contributing significant strength to the sustained and healthy development of China’s shipbuilding industry.
Chen Minjun, Executive Vice President of the Fifth Council, reported to the congress on the “Charter Amendment Proposal” and the “Membership Fee Standard Amendment Proposal,” and provided explanations on matters such as the candidate selection method and circumstances. Secretary-General Li Yanqing delivered the Secretariat Work Report and the Council Financial Report.
The meeting reviewed and approved the relevant reports and proposals.
II. A Promising Future: The New Council Fully Commits to Building a New Phase of Development for the Association
The congress elected members of the Sixth Council and supervisors of the First Board of Supervisors by secret ballot. Through the first meetings of the Sixth Council and the First Board of Supervisors, standing council members, the president, vice presidents, the secretary-general, and the chairman of the board of supervisors were respectively elected.
Comrade Wang Guoqiang was elected as the President of the Sixth Council of the China Association of the National Shipbuilding Industry. Comrades Wang Jianzhong, Wang Qi, Liu Haijin, Sun Yunfei, Li Yanqing, Wu Sichuan, Zhang Xingbo, Zhang Hongfei, Shao Yu, Lin Ou, Luo Le, Luo Bing, Zhou Xuhui, Weng Hongbing, Huang Rutang, Han Dongwang, Han Duanfeng, and Ji Chunyan were elected as Vice Presidents. Li Yanqing concurrently serves as Secretary-General and acts as the legal representative of the association. Chen Hailong was elected as Chairman of the Board of Supervisors.
Wang Guoqiang delivered a speech titled “Shouldering New Missions, Writing a New Chapter – Leading the New Journey of High-Quality Development for China’s Shipbuilding Industry.” Wang Guoqiang pointed out that while the industry’s development situation is favorable and achievements are remarkable, China’s shipbuilding industry must maintain a clear understanding of market cycle fluctuations and severe, complex challenges, maintain strategic resolve, persist in innovation and seeking change, calmly respond to difficulties and challenges, and strive to create a new situation for China’s shipbuilding industry.
Wang Guoqiang emphasized that the Sixth Council will keep in mind the requirement to “Serve the Nation, Serve Society, Serve the People, Serve the Industry,” and will focus on the following tasks:
First, strengthen Party leadership and fully commit to building a new phase of development for the association. The association must further strengthen political guidance, use the Party’s innovative theories to guide the high-quality development of the association, thoroughly implement the Party’s rule of law concept, and further advance the governance of the association according to law and regulations.
Second, remember the association’s mission and better play the role of the “Four Services.” The association must unite forces to carry out integrity building across the entire industry, strive to standardize market order and create a fair competition environment; it must prioritize serving member units, promptly reflect the bottlenecks, blockages, pain points, and difficulties encountered by member enterprises in their production and operations to relevant departments, and strive to promote problem resolution.
Third, consolidate industry strength and collaboratively build new advantages for industrial development. Fully consolidate China’s scale advantage in shipbuilding, promote lean management and control across the industry, and build a high-quality brand for Chinese shipbuilding; strengthen industry self-discipline, establish and maintain a fair, just, standardized, and orderly market competition environment; deepen integration of upstream and downstream sectors, build a collaborative innovation community where upstream and downstream share weal and woe, unclog blockages and sticking points in the innovation chain, capital chain, industrial chain, and supply chain, and form a situation of common development for upstream and downstream.
Fourth, accelerate the application of green and intelligent technologies and seize the initiative in market development. The association should organize member units to build a national industry research network and propose forward-looking technology foresight and policy recommendations; it should build collaborative platforms for industry-academia-research-application to promote the transformation of scientific and technological achievements; it should advance the construction of association group standards with high requirements, summarizing and promoting best practices for the industry’s green and intelligent transformation.
III. Achieving Further Success: Member Units and Industry Colleagues Advance Hand in Hand
Attendees congratulated the successful convening of the congress and the election of Comrade Wang Guoqiang, expressing their active support for the work of the Sixth Council and their commitment to advancing hand in hand to contribute new and greater strength to promoting the high-quality development of China’s shipbuilding industry and building China into a strong maritime and shipbuilding nation.
Xu Chunrong, Director of the Second Department of Equipment Industry of the Ministry of Industry and Information Technology, expressed ardent hopes for the association’s development. He pointed out that as an important bridge connecting the government and enterprises, CANSI plays an irreplaceable role in promoting industry development. He hopes that under the leadership of the Sixth Council, the association will further enhance its political stance, thoroughly implement the state’s various decisions and deployments regarding the development of the shipbuilding industry, actively expand international cooperation space, assist Chinese shipbuilding enterprises in participating in global competition and cooperation, enhance the international influence and competitiveness of China’s shipbuilding industry, and make greater contributions to building a strong maritime country.
The successful convening of this member congress has injected new vitality into the future development of the association. Standing at a new historical starting point, the China Association of the National Shipbuilding Industry, under the leadership of the Sixth Council, will unite all member units, strive diligently, and lead China’s shipbuilding industry towards a more brilliant tomorrow.
The congress also presented “Blue Sea Deep Cultivation Contribution Award” honorary certificates to senior vice presidents who have long participated in the work of the industry association.
