Wash damage and speed regulation amendments, River Plate and River Parana

Japan Club has received an update from correspondent PandI Liquidadores of Buenos Aires regarding a revised speed regulation in River Plate and River Parana.

According to the correspondent the number of breaches of speed regulation had increased over the past two years, particularly between Km 406 to 435, since a previous circular from the local authorities.

It was suggested that the shipowners and the Masters of vessels closely discuss with the pilots about the speed restrictions and the voyage plan. If the same might be exceeded for any reason, they should ensure that the pilot communicates with VTS beforehand and makes an entry in the ship’s log book.

In February 2021 the correspondent had noted that damage to the pier /or vessels alongside pier within the River was often reported and this would be attributed to insufficient communication about the safe speed and speed limitation in the River between the pilot and the vessel

Under local regulations, although the maximum speed limit is established as per the area, the vessel’s captain and pilot needed to be aware that it was prohibited to sail at any speed which would create risk /or damage to the other vessels and piers. It was very important to discuss with the pilot about the passage plan in advance in order to avoid the incident.

The correspondent also reported in February 2021 that the Coast Guard often demanded the security to the local agent for the possible fine against the alleged speed limit violation (maximum around US$30,000). In such a case, the local agent demands the counter security from the Owners. Unless the security was provided the vessel would be detained.
