The high-level construction promotion conference for “Shipping Zhejiang” was held on November 27 in Hangzhou, aiming to promote the effective reduction of overall social logistics costs and drive the high-quality development of inland waterway shipping. A number of highly effective “road-to-water” freight structure adjustment projects were signed simultaneously.
The year 2025 marks the inaugural year for the construction of “Shipping Zhejiang”. Zhejiang Province has formulated the Zhejiang Provincial Inland Waterway Trunk Network Plan, establishing a “Five Vertical, Eight Horizontal, Ten Trunk Lines” layout, planning for 1,400 kilometers of Class II waterways, providing a crucial basis for project implementation and funding acquisition. Concurrently, the Technical Guidelines for High-Grade Inland Waterways Version 2.0 was released, achieving “no land expropriation, minimal land occupation” through technological innovation. New breakthroughs have been made in the capacity expansion and upgrading of sea-river intermodal transport corridors, with the coordinated advancement of four major sea-river intermodal corridors. The Oujiang River waterway is accelerating towards full connectivity, the Wenzhou-Lishui container sea-river intermodal transport is operating regularly, and the throughput of Quzhou Port is expected to exceed 10 million tons.
Moving forward, the high-level construction of “Shipping Zhejiang” will focus on four key tasks: project攻坚 (攻坚 likely means攻坚克难, i.e., tackling /difficult projects), service optimization, port-industry-city integration, and governance enhancement.
Using waterway construction as the driving force, accelerate the formation of the “One Vertical, One Horizontal” main water transport corridor, accelerate breakthroughs in bottlenecks such as the Fuchunjiang Ship Lock, strengthen planning guidance and resource保障 (保障 means /support), promote technology empowerment, accelerate the落地 (落地 means /landing) of major projects, and achieve an upgrade in the capacity and level of inland water transport.
Optimize shipping services and enhance service capabilities. Expand the shipping network, cultivate and strengthen market operating entities, standardize business order, expand the cargo hinterland, innovate transport modes, and improve logistics efficiency and market vitality.
Deepen port-industry-city integration and leverage comprehensive benefits. Adhere to systematic thinking, promote the integrated development of ports, industry, and cultural tourism, enhance the capacity and level of port hubs, guide industries to cluster near ports, promote the integration of water transport and tourism, and allow the “Golden Waterway” to better yield “golden benefits”.
Promote green, smart, and safe transformation, and enhance governance capabilities. Accelerate the green and low-carbon development of shipping, strengthen the construction of smart platforms and scenario applications, consolidate the foundation of water traffic safety, and better showcase the beautiful scene of Zhejiang’s clear waters, green banks, and smooth cargo flow.
