The National Meteorological Center continued to issue a blue typhoon warning at 06:00 on November 27:

Typhoon Koto, the 27th typhoon of this year, intensified into a typhoon level early this morning (November 27). At 5:00 AM, its center was located in the southeastern part of the South China Sea, about 485 kilometers southeast of Sansha City, Hainan Province (Yongxing Island, Xisha Islands), at latitude 13.0 degrees North and longitude 114.5 degrees East. The maximum wind force near the center is scale 12 (33 m/s), the central minimum pressure is 975 hPa, the radius of the scale-7 wind circle is 160-220 kilometers, and the radius of the scale-10 wind circle is 60-80 kilometers.

It is forecasted that “Koto” will move westward at a speed of 5-10 kilometers per hour, with its intensity expected to strengthen further. It will begin to turn northward by the night of the 28th, with its intensity gradually weakening.

Wind forecast: From 08:00 on the 27th to 08:00 on the 28th, affected by the combined influence of the typhoon and cold air, the Taiwan Strait, the Bashi Channel, the sea east of Taiwan, most of the South China Sea, and the waters near the Dongsha Islands, Xisha Islands, Zhongsha Islands, Nansha Islands, Huangyan Island, the Beibu Gulf, the coast of Taiwan, the coast of Fujian, the coast of Guangdong, and the eastern coast of Hainan will experience scale 6-8 winds. Among these, some areas in the central and southern South China Sea may experience scale 9-10 winds. The sea areas near the path of Typhoon Koto’s center may experience scale 11-12 winds, with gusts reaching scale 13-14.

Precipitation forecast: From 08:00 on the 27th to 08:00 on the 28th, Huangyan Island and the Zhongsha Islands will experience heavy to torrential rain, with localized very heavy rain (100-150 mm).

Defense guidelines:

Government departments and relevant authorities should perform their duties in accordance with their responsibilities to carry out emergency response work for typhoon prevention and disaster relief.

Waterborne operations in related waters and passing vessels should return to port to take shelter from the wind, and port facilities should be reinforced to prevent vessels from dragging anchor, running aground, or colliding.

Outdoor large-scale gatherings and high-altitude outdoor hazardous work should be stopped.

Reinforce or dismantle structures that are easily moved by the wind. Personnel should not go out unnecessarily and should stay in a safe, wind-protected place as much as possible. Ensure that the elderly and children remain in the safest place at home, and people in dangerous buildings should be evacuated promptly. When the typhoon center passes, the wind may decrease or become calm for a period of time. Remember that strong winds may suddenly pick up again, and you should continue to stay in a safe place to avoid the wind.

Relevant areas should pay attention to preventing mountain torrents and geological disasters that may be caused by heavy rainfall.
