In July of this year, the Ministry of Transport and the National Development and Reform Commission jointly issued the 2025 list for the scrapping and renewal of old operational vessels. Jiangsu, after review and screening, included nearly 2,000 old vessels in the scrapping and renewal process. As of now, these old vessels have been dismantled, and nearly 800 million yuan in subsidy funds are being precisely distributed, pressing the “accelerator key” for the green upgrade of Jiangsu’s water transport capacity structure.
To promote the scrapping and renewal of old vessels, Jiangsu’s transport law enforcement departments have established a closed-loop system of “review—scheduling—supervision,” implemented a “resident factory specialist” system, and dispatched key personnel to track progress on-site, reducing the average dismantling cycle to 3 working days.
Taking the vessel “Wujiazui 2022” as an example, it applied for subsidies in February, received approval on July 8, and immediately underwent its first inspection upon arriving at the factory on the 10th of the same month. A second round of photos was completed on the 18th, ensuring seamless coordination throughout the process. “We are committed to canceling the certificates on the same day the dismantling is completed, allowing shipowners to wait one day less and have one more layer of security,” said Yu Tao, a law enforcement officer from the Fifth Brigade of the Nanjing Comprehensive Transport Law Enforcement Bureau. On July 23, law enforcement personnel went to the shipyard to take the final photo for the dismantling acceptance and completed the cancellation of the vessel’s property rights for “Wujiazui 2022” on the same day.
It is also understood that the vessel “Hualong You 1,” which commenced operation in January 2004, had high daily maintenance costs and had been idle for nearly a year before its scrapping and renewal. “Thanks to the dismantling subsidy, we were motivated to build a new 120,000-ton vessel,” said Mr. Ma, the head of Jiangsu Xihui Shipping Co., Ltd., detailing the accounts: the scrap steel residual value is about 5 million yuan, and the state subsidy is over 8 million yuan. Combined, these funds provide the startup capital for building the new ship.
The orderly retirement of old vessels has created space for Jiangsu’s green transformation in water transport. It is reported that Jiangsu ranks among the top in the country in both the scale of vessel dismantling and capital investment, continuously playing a demonstrative and leading role in the scrapping and renewal of old operational vessels.
