
On June 30, the “Shanghai International Shipping Green Fuel Sustainable Development Conference”, jointly hosted by Shanghai Transaction Group and Shanghai International Port Group and co-organized by Shanghai Shipping Exchange and Shanghai Port Energy, was successfully held.
This conference closely followed the deployment requirements of the “Implementation Plan on Supporting the Construction of Shanghai International Shipping Green Fuel Bunkering Center and Trading Center” jointly issued by ten departments including the Ministry of Transport, with the core theme of “Practicing the Dual Carbon Strategy, Leading Green Fuel”, and fully promoted the construction of the trinity “three centers” of international shipping green fuel certification, trading, and bunkering, laying a key foundation for the green upgrade of Shanghai International Shipping Center and the low-carbon transformation of global shipping.
More than 200 representatives and guests from the Ministry of Transport and its subordinate units, transportation authorities of some provinces and cities, relevant Shanghai municipal commissions and bureaus, and leading enterprises in the shipping industry chain gathered at the scene to discuss new paths for green shipping development.

The conference intensively released landmark achievements of the green and low-carbon transformation of Shanghai International Shipping Center, with multiple heavyweight cooperation agreements signed and implemented, building a full-chain, full-element green shipping service foundation, which is of milestone significance for enhancing Shanghai’s global core competitiveness in shipping.
At the meeting, the China International Sustainable Transport Innovation and Knowledge Center, in conjunction with the Shanghai Municipal Transportation Commission, Shanghai Maritime Safety Administration, Hongkou District Government, and Shanghai Transaction Group, signed a co-building cooperation agreement to establish the “Green Marine Fuel International Certification System Affairs Center”, and China’s independently developed GSTC Green Marine Fuel International Certification System was officially put into operation in Shanghai.
This move fills the gap in China’s independent international certification for shipping green fuels and is a core soft power support for Shanghai’s construction of an international shipping center.
Another important achievement at this conference was the signing of the co-building of the Shanghai International Shipping Green Fuel Trading Platform. This platform is jointly built by Shanghai Shipping Exchange, Shanghai Environment and Energy Exchange, and National Energy Group Hydrogen Energy Technology Co., Ltd., piloting the full closed-loop business of green fuel certification, rights confirmation, registration, trading, settlement, and cancellation. This will cultivate a globally influential “Shanghai Price” for green fuels and enhance Shanghai International Shipping Center’s ability to coordinate global resources.
A cross-regional green industry chain coordination mechanism was also established and took shape simultaneously. Shanghai, Jilin, and Liaoning built a cross-provincial green fuel collaboration network, opening up the entire green methanol industry chain channel of “Production in Taonan, Jilin, transit storage at Dalian Port, bunkering at Shanghai Port”, and building a national-level green fuel transportation corridor for “North Methanol South Transport”.
The conference also showcased the phased construction achievements of the Shanghai International Shipping Green Fuel Bunkering Center: Shanghai Port has established a parallel LNG and green methanol dual-fuel bunkering system, with the scale of bonded LNG and green methanol bunkering business continuing to rise.
On site, the 2030 Green Fuel Bunkering “Double Hundred Goal” construction action was specially launched, clearly delineating the medium and long-term route for expanding capacity and improving quality of green bunkering. The simultaneous implementation and operation of the three core platforms of certification, trading, and bunkering mark that Shanghai has taken the lead in building a complete comprehensive service system for shipping green fuels.

In the certification and licensing session, five enterprises including China Energy Engineering Group, Hong Kong and China Gas Company Limited, Shenergy Group, Shanghai Port Energy, and Shanghai Huayi Holding Group became the first batch of market entities certified by the GSTC certification system, and four units including Envision Energy Co., Ltd. signed certification intention agreements. The GSTC certification system ecosystem continues to expand.
This conference set up multi-level professional exchange sessions, gathering top industry wisdom to empower shipping green upgrades. Academician Huang Zhen of the Chinese Academy of Engineering delivered a special report, systematically explaining the technical paths and strategic significance of energy green transformation and green fuel development; industry experts from the Shanghai Municipal Transportation Commission, China Classification Society, Shanghai Maritime Safety Administration, China Power Engineering Consulting Group, Shenergy Group, and China Intelligent Transportation Association successively delivered keynote sharing, providing professional solutions on core topics such as green fuel certification systems, industrial layout, and technical routes; key domestic and international enterprises including COSCO Shipping Logistics Supply Chain Co., Ltd., Shanghai International Port Group, Maersk, CMA CGM, Hong Kong and China Gas Company Limited, and Shanghai Electric Group held roundtable dialogues, conducting in-depth discussions on global international shipping green fuel development paths and low-carbon layout trends of international liner shipping, gathering global industry experience to provide practical references for the green transformation of Shanghai International Shipping Center.
The successful holding of this conference is an important measure for Shanghai to implement the national “Dual Carbon” strategy and empower the level upgrade of Shanghai International Shipping Center. The implementation of a series of heavyweight cooperation agreements will strongly support Shanghai International Shipping Center in achieving a leapfrog improvement from “scale leadership” to “capability leadership” during the “15th Five-Year Plan” period.
In the next step, Shanghai will continue to promote the green transformation of the International Shipping Center with an open attitude and pragmatic measures, contributing Shanghai’s solutions and China’s strength to the sustainable development of the global shipping industry.
