Argentina: Redefine Cabotage Exception Procedures with New Deadlines and Requirements

In the justifications, the resolution states that in the last two years, the data shows a low level of supply from the Argentine fleet in the face of exception requests.

In 2024, 60 requests were submitted and only 11 received offers from Argentine vessels, none of which resulted in an operational agreement.

Furthermore, it was noted that in 2025, out of 70 requests, there were 12 offers and only 2 were viable. This is the scenario presented as one of the grounds for reviewing the current procedure.

In this way, the resolution establishes that the certification of the non-existence of Argentine vessels can be done through a sworn statement from the applicant. These must be submitted a minimum of three business days in advance of the start of the operation.

Likewise, the exception certificates will have a maximum validity of 180 days, unless they are for a contract, in which case they will last for the contractual term.

Extensions may be granted, conditional upon the submission of documentation proving external factors that prevented the operation.

When the State of Argentina is the recipient of the service, an official communication from the contracting agency after the award will suffice.
