Recently, the “Hainan Province ’15th Five-Year Plan’ for Accelerating Agricultural and Rural Modernization” (hereinafter referred to as the Plan) was officially released. The Plan proposes, based on national strategies and an international perspective, to build a strong agricultural province featuring seed industry technology, high-efficiency specialty industries, marine fisheries, green ecology, industrial integration, and open cooperation. It aims to build a total of 100 recreational fishing vessels and strive to achieve a total fishery output value of 75 billion yuan by 2030.

The Plan specifies that Hainan will focus on creating a “Pioneer Zone for Modern Fishery Green Development and an Agricultural, Cultural, and Tourism Integration Development Belt” in the coastal city belt, concentrating on marine resources, insisting on seeking increments from the ocean, cultivating new growth points for the agricultural economy, and focusing on building a “Blue Granary” industrial belt connecting land and sea in coastal cities and counties.

To achieve the goals of marine fishery development, the Plan proposes deepening the “three directions” transformation of fisheries. First, moving towards the deep sea to build a “Marine Granary”. With the direction of “seedlings on shore, fish in the sea”, promote “land-sea relay” segmented aquaculture. Create marine ranches according to local conditions, promote the innovation and application of high-strength anti-wave gravity cages, economical truss-type cages, and other equipment, and tackle key technologies for wave-reducing and current-reducing equipment, intelligent management systems, underwater robots, underwater monitoring equipment, and mechanized harvesting equipment to assist in the upgrading of deep-sea aquaculture. Enhance and expand the comprehensive service support capacity of fishing ports, and make up for shortcomings in land-based配套设施; improve the insurance mechanism for deep-sea aquaculture.

Second, moving towards the shore to build modern fishery parks. Adhere to the development direction of intensification, scale, and greening, improve the construction of public infrastructure such as aquaculture water intake and drainage, and build modern fishery industrial parks and centralized aquaculture areas in echelons. Establish and improve a benefit linkage mechanism guided by the government, with enterprises as the main body and fishermen’s participation, guiding small and medium-sized aquaculture households to enter the parks for development. Accelerate the development of facility fisheries, and improve the level of aquaculture standardization, equipment, intelligence, and greening. Vigorously cultivate formats such as deep processing of aquatic products, cold chain logistics, and recreational fishery tourism, guiding modern fishery industrial parks to transform into comprehensive formats integrating breeding, aquaculture, processing, logistics, and branding.

Third, moving towards recreation to develop recreational fisheries. Promote the standardized construction of recreational fishing vessels, recreational fishing terminals, and related supporting facilities, develop recreational fisheries with regional and differentiated layouts, and promote the integrated development of recreational marine ranches such as Sanya Wuzhizhou Island, Danzhou E’man Bay, and Ledong Longqi Bay. Hold cultural activities such as the “Fishing Season Opening Festival”, “Beach Combing Festival”, and “Dragon Boat Festival”, explore marine fishery cultures such as Lingshui Danjia and Tanmen Genglubu, cultivate new fishery formats such as sea sightseeing, sea fishing, beach combing for fun, and develop shared fishing villages. Establish a reservation and information disclosure platform for recreational fishing vessels, and cultivate professional recreational fishery business entities. Build a normalized joint law enforcement mechanism to firmly establish the safety bottom line for the development of recreational fisheries.

The Plan proposes to consolidate the foundation for modern fishery development, build smart fishing ports, safe fishing ports, and green fishing ports, and manage vessels, personnel, and catches based on ports; build modern fishing port economic zones integrating functions such as vessel shelter and supply, fish catch trading, cold chain logistics, and deep processing in batches; continue to implement projects for vessel renewal, transformation, and vessel reduction and conversion, support the R&D and manufacturing of new energy intelligent recreational fishing vessels; solidly promote the pilot reform of marine fishing vessel management, build a “Fishing Vessel Supermarket” platform in Hainan Province, comprehensively rectify the historical problem of “vessel certificate mismatch”, and scientifically manage the dual control indicators for small marine fishing vessels. Strengthen the law enforcement and supervision of “three-no” vessels, and continuously optimize the fishery production order; build modern marine ranches, and enhance the capacity for fishery resource conservation.

The Plan also proposes a series of special actions and projects. In the fishery field, these mainly include: implementing the Modern Fishery Industrial Park Construction Project, continuously promoting the construction of modern fishery park projects in cities and counties such as Sanya, Danzhou, Qionghai, Wenchang, Wanning, Dongfang, Changjiang, Lingshui, and Ledong, creating 4 (or more) national-level fishery parks, and promoting the intensive, facility-based, intelligent, and ecological transformation and upgrading of marine aquaculture. Implementing the Modern Fishing Port Economic Zone Construction Project, promoting the construction of fishing port economic zones and fishing port projects, building 4 national-level coastal fishing port economic zones in Sanya, Lingao, Lingshui, and Qionghai; upgrading and renovating more than 10 fishing ports, including Danzhou Paipu, Lingao Xinying, Lingshui Xincun, Qionghai Tanmen, Wanning Potou, and Sanya Jiaotou Bay; creating 1 modern marine ranch. Implementing the Recreational Fishery Infrastructure Construction Project, building recreational fishing terminals or transfer points such as Sanya Yazhou Fishing Port, Lingshui Xincun Fishing Port, and Wanning Wuchang Port, renovating and upgrading more than 8 recreational fishing berthing terminals and transfer points, and building a total of 100 recreational fishing vessels. In addition, it also includes implementing the pilot reform of marine fishing vessel management and implementing the centralized seawater intake, drainage, and tailwater treatment project for marine aquaculture.
