BOEM sets Dec. 10 auction for Gulf of America offshore leases

The Bureau of Ocean Energy Management (BOEM) announced that bids for the Gulf of America Outer Continental Shelf Oil and Gas One Big Beautiful Bill Act Lease Sale 1 (BBG1) will be opened on December 10, 2025, at 9:00 a.m. Central Time. Sealed bids must arrive by 10:00 a.m. on December 9, 2025.

The sale, published in the Federal Register, is held under the One Big Beautiful Bill Act and the Outer Continental Shelf Lands Act. It offers all available unleased acreage in the Gulf of America, excluding previously withdrawn or protected areas.

Minimum bids are $25 per acre in shallow waters and $100 per acre in deepwater. The royalty rate is 12½%, consistent with Lease Sale 254 (2020). The statute mandates at least 30 lease sales through 2040 and raises GOMESA revenue-sharing caps to $650 million through 2034. The auction will be live-streamed via BOEM’s website.
