The Official Gazette of the State of Brazil published a statement announcing the conclusion of the appeal period against the auction that offered the concession for the construction and operation of the Santos-Guarujá tunnel interconnection system, held on September 5 in São Paulo. As a result, Mota-Engil Latam Portugal is guaranteed the responsibility of implementing the dry crossing under the channel of the Port of Santos.
The publication paves the way for the signing of the contract and the start of the project’s construction. The Santos Port Authority (APS) has already offered a room in its headquarters to Mota-Engil and will oversee the tunnel construction through the Permanent Regional Committee for Monitoring Environmental Impact, created by the Port Authority.
“It is a commitment we have made and that is taking shape, bringing ever closer this century-old dream of the Baixada Santista,” stated the president of APS, Anderson Pomini.
The implementation of the Santos-Guarujá tunnel is an initiative of the Government of Brazil, through the Santos Port Authority (APS), in collaboration with the Government of São Paulo, and is expected to receive approximately R$ 6.8 billion in investments.
The concession will be carried out through a Public-Private Partnership (PPP). Mota-Engil will maintain it for 30 years, after which the asset will return to the Government /APS. The financial contribution from APS will enable the road infrastructure project, thus strengthening its governance.
APS acts as the local intervener and community coordinator, pre-approving and mitigating regional and operational impacts. On October 9, it held its first meeting with Mota-Engil and representatives from the municipalities of Santos and Guarujá to establish a commitment to information exchange, monitoring of the project’s progress, and promotion of socioeconomic development in the area.
