On June 22, the Changjiang River Administration of Navigational Affairs of the Ministry of Transport (hereinafter referred to as “CJRNA”) held the third meeting of the 2026 Safety Committee, thoroughly studying and implementing the important directives of General Secretary Xi Jinping on work safety, earnestly implementing the requirements of the Ministry’s Safety Committee plenary meeting and the third quarter 2026 transportation safety video conference, drawing lessons from recent various safety accidents, assessing the current safety status of Changjiang River shipping, deploying key safety tasks for the third quarter, securing the bottom line of safety during the flood season and summer period, and ensuring the safety and stability of Changjiang River shipping.
The meeting analyzed the risks and challenges faced by Changjiang River shipping safety production in the third quarter. The meeting emphasized the need to truly unify thoughts and actions with the spirit of General Secretary Xi Jinping’s important expositions on work safety, to integrate safety control throughout the entire process of Changjiang River shipping development, to fulfill responsibilities for one’s own territory, to be accountable and dedicated, and to make every effort to reduce various safety accidents.
The meeting demanded vigorous implementation to ensure the safety and stability of Changjiang River shipping in the third quarter. First, deeply absorb accident lessons. Conduct serious investigations and handling, strengthen warning education, introduce hardcore measures, and resolutely curb the trend of frequent accidents. Second, continuously consolidate the effectiveness of major risk hazard investigation and rectification. Closely monitor hazard rebound, deepen experience summarization, consolidate enterprises’ primary responsibility, and enhance the long-term effectiveness of investigation and rectification. Third, effectively strengthen water safety management during the flood season and summer period. Strengthen ship supervision and navigation support in key waters, do a good job in geological disaster prevention in reservoir areas, and ensure safety and smoothness during the flood season and summer period. Fourth, make every effort to prevent and respond to extreme weather. Conduct advance assessment and early warning, implement the call-response mechanism, strengthen emergency duty and rapid response, and ensure proactive defense measures are in place. Fifth, solidly advance safety governance in key areas. Focus on key areas such as passenger transport, hazardous chemical transportation, preventing ship-bridge collisions, Three Gorges枢纽 navigation, Three Gorges geological disaster prevention and response, and engineering construction, using key points to drive overall improvement and solve long-standing difficult problems.
