China Merchants Group Co., Ltd. former deputy general manager Li Baian is under investigation

According to the Central Commission for Discipline Inspection and National Supervisory Commission website, Li Bai’an, former Party Committee member and deputy general manager of China Merchants Group, is suspected of serious violations of discipline and law and is currently undergoing disciplinary review and supervisory investigation by the Central Commission for Discipline Inspection and National Supervisory Commission.

Public records show that Li Bai’an, male, born in December 1964, is a member of the Communist Party of China. He graduated from Zhejiang University and the University of International Business and Economics, holds a master’s degree, and is a senior economist. He has previously served as Deputy Manager of the Personnel Department of China State Construction Engineering Corporation, Deputy General Manager and General Manager of the Enterprise Management Department of China State Construction Engineering Corporation, Chairman and Party Committee Secretary of China Construction Second Engineering Bureau Ltd., Executive Director and General Manager of China Zhongjian Real Estate Co., Ltd., General Manager of the Investment Department of China State Construction Engineering Corporation Limited, Vice President of the China Investment Association, and Vice President of the Tsinghua Real Estate Presidents Chamber of Commerce.

In December 2007, Li Bai’an became Vice President of China State Construction Engineering Corporation Limited. From July 2008 to November 2019, he served as Vice President of China State Construction Engineering Corporation Limited, concurrently holding the position of Chairman of China Zhongjian Real Estate Co., Ltd. From November 2019 to January 2020, he transferred to the position of Party Committee member of China Merchants Group.

Starting in January 2020, he successively held the three positions of Party Committee member, Deputy General Manager, and Chief Legal Counsel of China Merchants Group, responsible for strategic planning and legal compliance affairs; in April 2023, he additionally took on the role of Executive Deputy Director of the Management Committee of the Shenzhen Qianhai Shekou Area of the China (Guangdong) Pilot Free Trade Zone.

Prior to the announcement of the investigation, Li Bai’an’s last public appearance was on January 20, 2025, at the China Merchants Taiping Bay 2025 Annual Meeting.
