COOEC Kicks Off Landmark $4B Qatar Offshore Project, Cementing Role as EPC Leader in Middle East

On October 13, China’s Offshore Oil Engineering (COOEC) announced that it held kick-off meetings in Tianjin and Singapore for the Qatar BH EPIC EPC project. This marks the full launch of the largest international offshore oil and gas EPC project ever contracted by a Chinese enterprise, propelling China-Qatar energy cooperation to a new level.

The Qatar BH EPIC turnkey project, invested and developed by QatarEnergy, has a contract value of approximately US$4 billion. The project is located in the Bul Hanine (BH) oil field in Qatari waters of the Persian Gulf, approximately 100 kilometers east of the Qatari coastline, with a maximum water depth of approximately 40 meters.

The project scope includes the design, procurement, construction, transportation, installation, and commissioning of over 60 individual offshore oil and gas facilities and 40 subsea pipelines and cables, as well as the retrofitting of existing platforms and decommissioning of abandoned platforms. With over 130,000 metric tons of steel processed, the project sets records for both the breadth of business categories and the complexity of work involved.

COOEC thoroughly researched contract terms and technical requirements, systematically identifying key project challenges. Through proactive management and risk assessment, they developed a detailed implementation plan and quality management program. Furthermore, COOEC leveraged its resources across the entire domestic industry chain, leveraging refined, standardized controls and strong organizational management to ensure high-standard, high-quality project execution.

It is understood that the Qatar BH EPIC general contracting project is another offshore oil and gas field construction project in Qatar undertaken by COOEC following the NFA, NFPS COMP2, ISND5-2, RUYA and other projects.

In recent years, COOEC has been deeply engaged in the Middle East market, giving full play to the Middle East project group’s role as a bridge for overseas projects, coordinating market development and project management in the Middle East region, and establishing good cooperative relationships with Middle Eastern oil companies such as Saudi Aramco and Qatar Energy Company. Its international engineering package general contracting capabilities have been highly recognized in the Middle East market.
