People’s Daily Online Harbin, November 27 (Reporter Shang Cheng) On November 27, the Publicity Department of the CPC Heilongjiang Provincial Committee and the Heilongjiang Provincial People’s Government Information Office held the 12th session of the series of themed press conferences on “Completing the ’14th Five-Year Plan’ with High Quality”. This session focused on the special topic of “Advancing High-Quality Transportation Development to Serve the Practice of Chinese Modernization in Heilongjiang”. At the meeting, Sun Yu, Secretary of the Party Leadership Group and Director of the Heilongjiang Provincial Department of Transport, delivered the main presentation.

Sun Yu stated that during the “14th Five-Year Plan” period, the Heilongjiang Provincial Department of Transport has achieved significant results in building a comprehensive three-dimensional transport network, continuously improved transport capacity, significantly increased the level of opening up, and achieved new results in serving and safeguarding people’s livelihoods.

First, the support from the comprehensive three-dimensional transport network has become stronger. During the “14th Five-Year Plan” period, the total investment in comprehensive transport infrastructure construction in the province is expected to reach 269 billion yuan. In terms of railways, the Mudanjiang-Jiamusi High-Speed Railway and the Jiamusi-Hegang Railway renovation have been completed and put into operation, bringing the total high-speed railway mileage to 1,374 kilometers. Projects such as the Harbin-Suifenhe-Tieling-Yichun High-Speed Railway, the Jiamusi-Tongjiang Railway renovation, and the Fuyuan-Jiamusi Railway renovation are accelerating. Eight prefecture-level cities have entered the high-speed rail era, covering 80% of the province’s population and 90% of its economic output. In terms of highways, 11 expressway projects totaling 1,636 kilometers, including the Hegang-Yichun and Harbin Metropolitan Area Ring lines, have commenced construction. Nine expressway sections totaling 769 kilometers, including Harbin-Wuchang and the Beijing-Harbin expansion to eight lanes, have opened. In civil aviation, Harbin Taiping International Airport has been designated as one of China’s top ten international aviation hubs, becoming the first dual-runway airport in Northeast China. Its annual passenger throughput has repeatedly hit new highs, reaching 23.798 million, ranking first in Northeast China for three consecutive years. Heilongjiang has basically formed a backbone network of high-speed rail, aviation, and expressways, covering developed rapid networks like the Harbin Metropolitan Area and the Harbin-Changchun Urban Agglomeration, connecting key industrial zones, resource-rich areas, and urban-rural nodes with a sound trunk network, and extending deep into towns, villages, and border areas with an extensive basic network.

Second, the service for the joint construction of the “Belt and Road” has deepened. The Heihe Highway Bridge and the Tongjiang Railway Bridge have been completed and opened to traffic, continuously improving the efficiency of international road transport, adding 27 million tons of cargo capacity at ports, and taking the lead nationwide in implementing mobile electronic waybill and roadbill processing at highway transport ports. Efforts have been focused on building Harbin into an international aviation hub, with approvals granted for bonded jet fuel, aquatic product ports, and airport duty-free shops. Twenty-two international passenger and cargo routes have been opened, ranking first in China for the number of passenger routes to the Russian Far East. Construction of northward opening rear channels has accelerated, with the Suifenhe-border railway renovation project fully connected and the Jiamusi-Tongjiang capacity expansion project starting ahead of schedule. Cooperation on Sino-Russian inland waterway shipping has been vigorously promoted, successfully achieving two-way cargo navigation for Chinese-flagged vessels in river-sea through transport. Cross-border cargo transport has been developed with single declaration and single certificate access, and the Harbin International Land Port Consolidation Center has officially commenced operations.

Third, comprehensive transport support has become more efficient. Giving full play to the coordinating role of “comprehensive transport,” departments for railways, civil aviation, highways, and postal services were organized to efficiently complete travel service guarantees during key periods like the Spring Festival travel rush. Promoting the sharing of train and passenger flow information between railways, civil aviation, and urban public /taxi companies to facilitate passenger transfers. Extending the operating hours of subways and buses during holidays and the ice-snow tourism season, launching “late-night buses,” and offering customized buses and routes to meet diverse travel needs. By enhancing the quality and efficiency of the 12328 service, providing travel information alerts, and ensuring snow removal and road maintenance, the impact of severe weather like low temperatures, rain, snow, and ice has been effectively managed, ensuring safe and convenient travel for the people and efficient, smooth transport and logistics.

Fourth, the integration of transport and tourism has become closer. Focusing on serving characteristic cultural tourism, 14 new inter-provincial feeder airport connecting routes, such as Harbin-Heihe-Daqing and Harbin-Fuyuan-Jiamusi, have been opened, building air bridges to places like China’s easternmost and northernmost points. Carefully creating tourism highway brands like “Yaxue Highway” and “Stunning 331,” and launching tourist trains like the “Yichun Hao” and “Lindu Hao,” injecting strong momentum into all-region, all-season tourism development. Continuously expanding the car rental market to achieve full coverage of railway stations, airports, and major scenic spots, providing “rent at one point, return at multiple points” services, and creating over 20 self-driving routes.

Fifth, people’s livelihood services have become more solid. During the “14th Five-Year Plan” period, 16,000 kilometers of rural roads were built, creating 12 national-level and 30 provincial-level demonstration counties for the “Four Good Rural Roads.” The urban-rural bus network was optimized, with 1,926 urban bus routes in the province, an operational mileage of 46,400 kilometers, and urban passenger traffic reaching 3.728 billion人次. 830 rural bus route transformations were completed, serving 2,332 administrative villages. Logistics endpoints were畅通, creating the “Integrated Development of Transport, Postal, and Supply” brand, and打通 the “last mile” for “express delivery to villages.” Passenger service quality was enhanced by opening elderly-friendly bus routes, one-click taxi hailing services, and other age-appropriate transport services. People’s livelihood projects like “Driver Homes” have been implemented effectively, building people-satisfying transport with dedication and care.

Sun Yu stated that in the next step, the Heilongjiang Provincial Department of Transport will accelerate the construction of a modern comprehensive transport system, comprehensively enhance the comprehensive strength, service quality, operational efficiency, and governance level of transport, providing strong and reliable transport support for the high-quality development and sustainable revitalization of Heilongjiang.
