Fujian three departments jointly release new measures to accelerate the construction of world-class ports

People’s Daily Online, Fuzhou, June 23 (Lin Mingxian) Fujian is a major province in marine economy, with its gross marine product ranking among the top in the country for many consecutive years. Looking at the landscape of marine economic development, ports are an unavoidable “main beam.” Relying on its unique geographical conditions and deep-water coastline resources, accelerating the construction of world-class ports has become a higher goal Fujian is aiming for.

On June 23, at a press conference held by the Fujian Provincial Government Information Office, three departments including the Fujian Provincial Department of Transportation jointly announced the issuance of Several Measures to Accelerate the Construction of World-Class Ports and Promote the Integrated Development of Ports, Shipping, and Trade (hereinafter referred to as the “Several Measures”).

Lei Wenzhong, a member of the Party Leadership Group and Deputy Director of the Fujian Provincial Department of Transportation, introduced at the press conference that currently, Fujian Province has 479 production berths, with berths of 10,000-ton class and above accounting for 46.1%. In 2025, the added value of the province’s port economy reached 795.5 billion yuan, accounting for 15.3% of the GDP of port cities. The added value of the port economy in Fuzhou and Quanzhou both exceeded 200 billion yuan. The average time in port and at berth for major deep-sea trunk vessels at Xiamen Port has consistently ranked among the top five globally, while container operation performance at Fuzhou Port has topped the world.

Lei Wenzhong stated that the purpose of issuing the Several Measures is to build world-class ports, promote the integrated development of ports, shipping, and trade, and create a modern southeastern coastal port cluster that connects both sides of the Taiwan Strait, links the Yangtze River Delta and the Guangdong-Hong Kong-Macao Greater Bay Area, radiates to the central and western regions, and possesses comparative advantages.

The Several Measures comprise 17 tasks in 5 aspects. In terms of port hardware, Fujian will promote the contiguous development of key port areas such as Gulei, Jiangyin, and Dongwu; improve the collection and distribution network; and accelerate the construction of port-dedicated railways such as Ningde Zhangwan. In terms of operational efficiency, to address the issue of homogeneous competition, Fujian will encourage major port operators within the province to optimize internal management and business models, deepen the integration of resources in five aspects—port shoreline, business, market, administration, and data—so that each port area achieves differentiated development and functional complementarity.

In terms of the service chain, to address the insufficient advantages of sea-rail intermodal transport and inefficient transport connections, Fujian will vigorously promote the “single document system” and “single container system” for sea-rail intermodal transport, fully implement the “Port Railway Link” project, and operate special routes such as the “Maritime Silk Road” e-commerce express line and the daily sea-rail intermodal service, making cargo transshipment smoother and reducing enterprise transportation costs. In terms of policy support, provincial and municipal port and shipping support policies will be promoted, such as supporting shipping enterprises in deploying automobile ro-ro routes in Fujian and encouraging qualified localities to develop differentiated cross-border e-commerce routes to the United States, Southeast Asia, and other regions.

At the same time, Fujian will continue to optimize the business environment, respond to enterprise demands, expand the “direct pick-up alongside ship” and “direct loading upon arrival at port” operation modes, and launch more premium routes such as “Blue Highway” and “Coastal Shuttle,” making customs clearance more time-saving and hassle-free for enterprises.
