GENOA – Constant and sustainable development of the ports of Genoa and Savona within the framework of a systemic, organic vision shared with the local territories. This is the objective with which the Management Committee of the Western Ligurian Sea AdSP deliberated a series of acts during its last session, which also saw the renewal of the concession for the Genoa Port Terminal areas in favor of the company Gruppo Spinelli S.r.l.
Green protection and energy transition:
Regarding environmental protection and the energy transition, the Committee was updated on the progress of the CLEANPORTI project (“Capitalizzazione e Legami Esemplari per l’Accompagnamento Necessario dei Porti turistici verso l’Ottenimento di un Riconoscimento Transfrontaliero Ispirante”), aimed at strengthening the environmental strategies of tourist ports, with particular attention to the sustainability and ecological performance of recreational nautical activities. The implementation concerns the Vecchia Darsena in Savona, which has been awarded the Blue Flag for over twenty years and falls under the jurisdiction of the AdSP. In line with the AdSP’s Environmental Policy, which promotes cooperation protocols and shared awareness-raising initiatives with the local community, a Memorandum of Understanding will be signed with the Municipality of Savona.
The agreement will confirm the commitment to develop a common strategy for the environmental excellence of cross-border tourist ports and to support the implementation of the three-year project. CLEANPORTI envisages a participatory approach aimed at transforming ports into models of “green ports”, testing innovative solutions to reduce emissions and increase energy efficiency, alongside pilot actions to directly combat pollution and awareness-raising initiatives aimed not only at the ports involved, but at the entire cross-border area.
Energy Efficiency
Regarding the energy efficiency of port activities, within the shipbuilding area of the port of Genoa Levante, the Committee approved the installation of photovoltaic panels and systems by the concession holder T. Mariotti S.p.a. on the roof of a building used by the shipyard. At the same time, at the Ente Bacini area, the use of approximately 1000 m2 of the top of the former OARN at Molo Guardiano for covering with solar panels was authorized, as part of the ongoing Green Ports PNRR interventions in all ports of the system, in order to promote a progressive energy autonomy through renewable sources.

CULP Savona
The Committee then examined the application from the Compagnia unica Pippo Rebagliati of Savona (CULP), concerning access to the contribution under art. 17, paragraph 15-bis, for the relocation of partially unfit personnel. Costs of 113 thousand euros incurred in the second quarter of 2025 were reported. The application received a favorable opinion.
Bettolo
The request of Bettolo S.r.l. to territorially extend the authorizations under art. 16 of Law 84/94, including the areas of the Bettolo Rugna railway park, at the port of Genoa, up to the recently tested tracks numbered 4 to 6, was also granted.
FHP Group
Regarding corporate matters, the Committee also authorized the transfer of the majority shareholding of BUT S.r.l.
a FHP Group S.r.l., one of the leading integrated logistics operators in Italy, with an established network in the ports of Carrara, Livorno, Monfalcone, and Venice. The entry of FHP into the capital of BUT S.r.l. marks a strategic step for strengthening the group’s presence in the Western Ligurian Sea, creating new operational and commercial synergies between Genoa and the other ports in the network.
The topic of the port railway shunting service in the Savona-Vado area was then addressed, considered a central element for the logistics cycle as it allows the transfer of loads between maritime and land modes, favoring rail traffic, with environmental benefits compared to road transport. The new concession, with a duration of five years, provides for a tender base amount of 13.9 million euros, with the possibility of renewal for up to 24 months for an additional 7.5 million, for a total value of approximately 21.4 million euros.

The Committee also approved the agreement relating to the construction of the road on the right bank of the Segno stream in Vado Ligure, an integral part of the 2023 Program Agreement and the Agreement ex art. 15 L. /1990 signed in April 2025. The project, financed with 9 million euros from the Cohesion Agreement, aims to separate commercial and heavy traffic from urban traffic and to improve accessibility to the port and hinterland areas of Vado Ligure and Bergeggi. The AdSP will assume the role of implementing body and contracting station, while the Municipality of Vado Ligure will commit to completing and approving the executive project. On the topic of infrastructure enhancement projects, the Committee deliberated in favor of the temporary suspension of an area of approximately 2,510 m² of the estate concessioned to Savona Terminal Auto s.r.l. to allow, within the year, the start of construction sites for the restoration works of the “scassa 33” and 32 south quays in the Deep Water Dock, damaged in March 2024 by severe weather-marine events.
FO.RE.S.T. S.p.A.
Finally, a temporary use (October-December 2025) was granted to the company FO.RE.S.T. S.p.A. in the Ponte Somalia area, for a total of approximately 16 thousand m², intended for the handling and storage of forest products, in addition to accessory services and /yacht and motorboat boarding operations.
