In the first quarter of this year, Qidong’s marine engineering and shipbuilding industry showed strong foreign trade momentum, with the total import and export value of enterprises rising sharply, accounting for over 60% of the city’s total. On April 30, under the full supervision and efficient service of Qidong Customs, a branch of Nanjing Customs, a multi-purpose supply vessel for marine engineering platforms built by CIMC Pacific Offshore Engineering Co., Ltd. successfully departed from Qidong Port and was officially exported and delivered overseas. This vessel is a high-performance offshore support vessel suitable for the global marine engineering market. Qidong Customs tailored a “one vessel, one policy” supervision and service plan, opened a “green channel” for export, and ensured smooth and efficient customs clearance throughout the process.

The marine engineering and shipbuilding industry is a pillar industry of our city’s foreign trade, characterized by large scale and rapid growth. According to statistics, in the first quarter of this year, the total import and export value of marine engineering and shipbuilding enterprises in our city reached 6.39 billion yuan, a year-on-year increase of 1.3 times, accounting for 62% of the city’s total import and export value for the same period; among which, imports were 2.96 billion yuan, a year-on-year increase of 1.7 times; exports were 3.43 billion yuan, a year-on-year increase of 1 time.

Since the beginning of this year, Qidong Customs has implemented precise policies, continuously carrying out “Customs Director Sends Policies to Your Doorstep,” focusing on the pain points and difficulties of enterprise development, visiting enterprises and coordinating the resolution of 12 issues related to port opening and customs clearance difficulties; assisted Jiangsu Huazi Energy Engineering Co., Ltd. in successfully passing the customs高级认证 (high-level certification), becoming the third AEO enterprise in the marine engineering and shipbuilding industry; implemented facilitation measures for processing trade, optimized ledger management, and reduced various guarantees for enterprises by nearly 10 million yuan. At the same time, it established a “one vessel, one policy” customs clearance plan, superimposed facilitation measures such as “advance declaration,” “appointment-based customs clearance,” and “shipside supervision,” improving export customs clearance efficiency by 90%, effectively ensuring the on-time delivery of marine engineering vessels.

As a “national heavy equipment” for maritime strategy, the vigorous development of the marine engineering and shipbuilding industry is inseparable from its unique geographical advantages. Qidong boasts 185 kilometers of river and coastline and 45 square kilometers of port-side hinterland, where the golden coast and golden waterway complement each other, providing natural convenience for industrial development. Nantong’s marine engineering enterprises account for about 1/4 of the national total, while Qidong’s marine engineering enterprises account for half of Nantong’s. The output value of the marine engineering and shipbuilding industry has maintained double-digit growth for three consecutive years.

In recent years, our city has continuously amplified its geographical advantages, fully integrated into the Tong-Tai-Yang national advanced manufacturing cluster for high-tech ships and marine engineering equipment, linked the river and sea to layout “two core manufacturing bases + one comprehensive supporting base,” accelerated the extension of the marine engineering and shipbuilding industry from along the river to the coast, and from offshore to deep sea, further strengthening the industry brand of “For marine engineering and ships, come to Qidong.” In the first quarter of this year, there were 115 enterprises above designated size in the city’s marine engineering and shipbuilding industry chain, completing taxable sales of 12.19 billion yuan, a year-on-year increase of 23.1%.

“Five of the top 10 foreign trade enterprises are marine engineering and shipbuilding companies. Currently, foreign trade orders on hand are generally scheduled until 2029, and several marine engineering projects will be delivered this year, laying a solid foundation for stable foreign trade growth throughout the year.” Mao Xinkang, head of the Comprehensive Business Section of Qidong Customs, stated that they will further optimize the port business environment, strive to improve the level of cross-border trade facilitation, and contribute to Qidong’s efforts to build a hundred-billion-level marine engineering and shipbuilding industry cluster.
