Montreal Port Authority launches Contrecœur expansion phase with Pomerleau-Aecon partnership

The Montreal Port Authority (MPA) has confirmed the start of preparatory work for its expansion project in Contrecœur and awarded a $609 million (CAD) contract for water works to the CTCGP consortium, formed by Pomerleau (60%) and Aecon (40%).

The initial phase, announced in July 2025, includes site fencing, access road development, construction of work platforms, targeted tree cutting, and installation of site offices and a garage.

Work will gradually begin before October 27.

The CTCGP consortium, responsible for design and construction, will begin the water works in 2026 once all authorizations are obtained. These works include the construction of docks and dredging.

The subsequent phases depend on further regulatory approvals. Transport Minister and Government House Leader Steven MacKinnon said the expansion will increase the Port’s container capacity by about 60%, supporting supply chain resilience and competitiveness.

Located in an industrial zone, the Contrecœur site was acquired by the MPA more than 30 years ago. The terminal, expected to handle up to 1.15 million TEUs and enter service by 2030, is supported by both federal and provincial funding. At full capacity, it is projected to generate over 10,000 jobs annually.

The Port of Montreal’s expansion plan includes two berths, an intermodal rail yard connected to national networks, a truck gate linked to highways, and related facilities. The project received federal environmental approval in 2021, allowing preparatory work to move forward.
