The Port Authority of Santander (APS), through its Industrial Safety Department, organized a drill in the port facilities in which, in addition to the APS’s own intervention groups, personnel from the Maritime Captaincy, Port Pilots, Mooring Men, IH Cantabria, /Sasemar (personnel from the BASE, the SAR Gavia tugboat and the Salvamar Denep), 061, Civil Protection of the Government of Cantabria, Dynasol, Hermanos Tricio and Netboss Comunicaciones participated.
The exercise consisted of simulating a hydrocarbon spill from the Dynasol jetty into the body of water, which, due to the strong southwest wind, overcomes the containment barrier deployed around the ship’s hull and spreads outside the limits of the concession, exceeding the terminal’s capacity to deal with the emergency.
Once Dynasol informs the APS of the situation, it decrees the activation of the port’s Internal Maritime Plan (PIM) and convenes, in the Board Room, the Operational Coordination Center (Cecop), which decides to establish the Advanced Command Post (PMA) on the SAR Gavia tugboat of Salvamento Marítimo.
The main objective of the drill was to train the coordination of the response to the incident by the intervening services and the exchange of information between them and the PMA. The latter, for its part, has been in permanent communication with the Cecop crisis room.
Furthermore, the exercise has allowed for training in intervention for a serious emergency, testing the activation of protection mechanisms, and verifying the actions to be taken to minimize the consequences.
Subsequently, a meeting will be held to analyze the actions carried out during the drill, as well as the deficiencies detected.
