1. PORT ENTRY & DEPARTURE REGULATIONS
- Mandatory Pre-arrival Documentation (72hrs before ETA):
- Port Entry Application (Form PA-2024v2) with notarized copy of Registration Certificate
- Crew Health Declaration (including vaccination records and malaria screening)
- IMO-compliant Cyber Security Assessment Report (per MSC-FAL.1/Circ.3)
- NEW: Ballast Water Management Report (including treatment system calibration records)
- Vessel Traffic Management:
- Speed limit: 12 knots within port limits (reduce to 8 knots in Inner Harbor)
- Automatic Identification System (AIS) must remain operational with IMO number programmed
- Mandatory VHF monitoring: Ch 12 (Operations) and Ch 16 (Emergency)
- NEW: Daylight transit only for vessels with air draft >45m
- Revised Anchorage Procedures:

2. ENVIRONMENTAL COMPLIANCE

3. OPERATIONAL SAFETY REQUIREMENTS

- Quarter ropes required during northerly winds (>15 knots) or currents >2 knots

6. CREW WELFARE & LABOR STANDARDS
