Sichuan’s hydropower installed capacity will exceed 100 million kilowatts, building a world-class clean energy base.

Chengdu, Oct. 28 (Xinhua) — The Information Office of the People’s Government of Sichuan Province held the seventh press conference of the series themed “Securing the ’14th Five-Year Plan’ and Writing a New Chapter” in Chengdu on October 28. It was disclosed at the meeting that Sichuan’s installed hydropower capacity will historically exceed 100 million kilowatts this year, its installed new energy capacity will reach 32 million kilowatts, and significant achievements have been made in building a world-class high-quality clean energy base.

As an important node and source for China’s “West-East Electricity Transmission” and “West-East Gas Transmission” projects, Sichuan is uniquely endowed with clean energy resources. Tao Jianfeng, Deputy Director of the Sichuan Provincial Development and Reform Commission, introduced that since the “14th Five-Year Plan” period, Sichuan has consciously undertaken the mission of safeguarding national energy and resource security. Guided by major projects and oriented towards external connectivity and internal smooth circulation, it has actively promoted the construction of a new energy system and achieved positive progress.

In terms of complementary multi-energy development, Sichuan has focused on the “Three Rivers” basins to advance hydropower development, completing and putting into operation 10 large hydropower stations including Baihetan, Wudongde, and Suwalong. It has promoted the construction of the Liangshan wind power base and the “Three Prefectures and One City” photovoltaic base, and completed and put into operation the Kela photovoltaic station, the world’s largest and highest-altitude hydro-solar complementary power station. The scale of installed new energy capacity has reached five times that of the initial stage of the “14th Five-Year Plan”. In the natural gas sector, Sichuan is accelerating the creation of a national-level natural gas (shale gas) production base with a capacity of hundreds of billions of cubic meters. It has completed and put into operation the Dukouhe gas field, the integrated onshore gas field in China with the highest sulfur content. The annual natural gas production has increased from 43.2 billion cubic meters to 56.2 billion cubic meters, steadily ranking first in the country.

Significant results have also been achieved in the construction of the energy infrastructure network. Tao Jianfeng pointed out that Sichuan has built “eight DC and eleven AC” inter-provincial power transmission channels, achieving interconnection with the power grids of East China, Central China, Chongqing, Tibet, Northwest China, and others. In particular, the “Ganzi-Tianfu South-Chengdu East 1000 kV UHV AC Project”, the first ultra-high voltage alternating current transmission line in Southwest China, has been completed. This has increased the capacity of the intra-provincial “Small West-East Electricity Transmission” to over 37 million kilowatts, realizing the scenario where “wind and solar power from the three prefectures light up the lights of Chengdu”. Currently, the province’s 500 kV backbone network lines exceed 21,000 kilometers, ranking first in the State Grid’s operating area; the total length of the natural gas transmission and distribution pipeline network exceeds 10,000 kilometers, with an annual external transmission capacity of over 50 billion cubic meters, actively integrating into the national “single network”.
