Hainan Free Trade Port’s first shipment of rail-sea multimodal transport export goods smoothly departed.

China News Service, Yangpu, Hainan, May 11 (Huang Zhaoyi, Peng Jianbo) Haikou Customs introduced on the 11th that a cargo ship loaded with two containers of motorcycle knockdown kits recently departed from Hainan Yangpu Port for Yangon, Myanmar, marking the successful customs clearance of Hainan’s first “rail-sea multimodal transport” export cargo, and the official opening of a new “rail-sea intermodal transport + Free Trade Port transit” channel.

This batch of goods was transported by rail from Chongqing Guoyuan Port to Guangdong Zhanjiang Port, then transferred to Yangpu Port via sea transshipment, and finally departed for export.

Customs stated that the batch of goods weighs 28.31 tons and is valued at 731,000 yuan. Under the multimodal transport logistics model, enterprises do not need to declare multiple times. After the goods are declared and cleared at the place of departure, they achieve “one declaration, full passage.”

To ensure smooth customs clearance of the goods, the customs authorities of Zhanjiang, Haikou, and Chongqing worked together, forming a special task force to conduct policy briefings and practical guidance in advance, standardizing document declaration and data flow. By establishing a full-process linkage guarantee mechanism, dynamic monitoring was implemented for links such as cargo declaration, transshipment, and ship scheduling, achieving seamless customs clearance, with clearance time reduced by 30% compared to traditional transshipment modes. At the same time, relying on the Zhanjiang-Yangpu maritime loop liner service, “load and unload as you go” was promoted, reducing comprehensive logistics costs by approximately 15%.

“We coordinated with the Chongqing and Zhanjiang companies in advance on each step including the declaration process, data flow, and transit connection, and worked with customs to identify difficulties in cross-customs-district transit connections and process bottlenecks.” He Qianxi, Deputy Manager of the Comprehensive Department of Hainan Jiyun Yangpu Company, stated that under the coordinated guidance of the three customs authorities, a special disposal plan was formulated, ensuring the rapid customs clearance of the goods.

The successful opening of this new “rail-sea intermodal transport + Free Trade Port transit” channel is a vivid practice of the strategic linkage between the New Western Land-Sea Corridor and the Hainan Free Trade Port, and also provides a replicable and scalable “Yangpu solution” for inland goods to be exported via transit through the Hainan Free Trade Port. Next, Haikou Customs will continue to optimize the multimodal transport supervision model, helping Yangpu Port accelerate its development into a regional international container transit hub. (End)
