Genoa – – From the picket line to the occupation, even if temporary and limited to a single room. The 24-hour strike by employees of the Adsp of the Western Ligurian Sea, called to protest the failure to respect the national contract, proclaimed after the transfer of an official from Genoa to Savona, began this morning with a picket in front of Palazzo San Giorgio, the headquarters of the authority, but just before eleven, the workers and unions entered to occupy the Captain’s Hall. From the historic hall, a connection was made with the employees of the other Italian Port System Authorities who, in solidarity with their Genoese colleagues, had proclaimed a two-hour assembly in conjunction with the strike.
“We are demonstrating for the respect of the national collective contract as we believe that article 55 regarding a transfer without notice has been violated – explain some representatives of the rsa – But there are also other elements on which we base the strike: the relations between us, the union and the administration, are no longer what they used to be when the attitude was much more collaborative and we managed to find shared solutions. Now it seems to us that the relationship has changed quite a bit and that there are impositions from above on which we have no margin for negotiation or discussion”.
“We are not fighting a political battle – underlines another union delegate – We are trying to return to an authority that can work in serenity. Industrial relations are at a very low level. We believe we must return to what we have always been: a purely regulatory and technical body, without political interference”.
The transfer of the employee, motivated by the authority as an organizational necessity, according to the unions, does not respect the procedures. But what is raising the level of the clash is a climate of tension and difficult relations that has become heavy within the authority, which comes after two years of commissioners. A climate that, the unions say, is also causing the “flight” of the youngest workers to less “stressful” jobs and which has not changed with the arrival of the new president after the commissioners. The malaise of the employees of the Adsp of Genoa, Savona and Vado Ligure, however, also seems to be that experienced in other Adsp, starting with that of the Central Tyrrhenian Sea, where Fit-Cisl, Filt-Cgil and Uiltrasporti were the first to express their solidarity. Furthermore, around Palazzo San Giorgio there were also representatives of the terminals and the Culmv of Genoa, to share the protest. At the end of the morning, the occupation ended, but the strike continues until this evening.
“The strike was successful, the demonstration was attended with great solidarity from all port companies. Now the dispute continues with the request for a meeting at the Prefecture,” says Fabio Ferretti of Filt-Cgil in Genoa.

“The protest continues – adds Roberto Gulli, secretary of Uiltrasporti Liguria – We continue to believe that the Port System Authority does not respect the national contract and that it has given us generic and insufficient reasons for the employee’s transfer”.
On the matter, PD deputies Valentina Ghio, Alberto Pandolfo and Luca Pastorino, who were present at the demonstration in solidarity with the workers of the Port Authority, have also intervened. They have presented a parliamentary question to the Chamber asking the Ministry of Infrastructure and Transport to verify whether the employee’s transfer from Genoa to Savona took place in compliance with the national collective labor agreement”.
“The words of Edoardo Rixi who, from the national stage of the Communion and Liberation meeting in Rimini, had expressed appreciation for the measure, stating verbatim: ‘Against non-transparent employees, a tightening of the bolts is needed, zero tolerance is needed for conflicts of interest and private activities incompatible with public roles. It is necessary to guarantee equal treatment for operators and not pass documents from the public administration to one’s own political party’ – write the PD parliamentarians – have raised more than a few doubts. Impossible to misunderstand. The Deputy Minister’s words have heightened tensions”.
