On November 17, the Shanghai Municipal Committee of the Chinese People’s Political Consultative Conference (CPPCC) held its 55th Chairpersons’ Meeting of the 14th Committee to deliberate on several matters, including key research topic reports. The meeting was chaired by Hu Wenrong, Chairman of the Shanghai Municipal CPPCC.
The meeting deliberated on the key research report titled “Strengthening Resource Policy Supply to Promote Sustainable Urban Renewal.” In accordance with the Shanghai Municipal CPPCC’s annual plan for political deliberation research and democratic supervision, the Research Group of the CPPCC’s Population, Resources, Environment and Construction Committee fully leveraged its professional expertise, focused on problem orientation, and concentrated on key areas such as policy supply, planning coordination, and livelihood needs. Based on in-depth research, the group proposed targeted countermeasures and suggestions for promoting sustainable urban renewal under the new situation. These suggestions cover aspects including improving the urban renewal planning guidance mechanism, optimizing the multi-stakeholder participation mechanism, enhancing the resource element guarantee mechanism, facilitating the continuation mechanism of urban cultural context, and streamlining the organizational coordination mechanism.
The meeting deliberated on the key research report titled “Recommendations for Promoting the High-Quality Development of Shanghai’s International Shipping Service Industry in the Digital Context.” Since March of this year, the Research Group of the CPPCC’s Committee for Liaison with Hong Kong, Macao, Taiwan and Overseas Chinese has conducted field research in multiple locations, extensively solicited opinions and suggestions from CPPCC members and experts, and conducted in-depth analysis of the current status and bottlenecks in the development of Shanghai’s international shipping service industry. Based on this, the research report was formulated. The report points out that Shanghai urgently needs to seize the development opportunities presented by technological transformation and institutional innovation, take swift action, and formulate precise policies. Efforts should focus on attracting shipping service entities, exploring and providing targeted shipping services, establishing digital platforms for external outreach, promoting the leadership of shipping service rules, and optimizing the development environment for shipping service elements to drive the development of the international shipping service industry.
The meeting deliberated on the key research report titled “Continuously Deepening the Construction of a World-Famous Tourist City and Making All-Out Efforts to Build China’s First Stop for Inbound Tourism.” Starting in March this year, the CPPCC’s Foreign Friendship Committee established a joint research group, organized over 20 thematic seminars and research visits, systematically analyzed the achievements and challenges in the development of Shanghai’s inbound tourism, and put forward recommendations from five aspects. These include fully recognizing the strategic significance of developing inbound tourism in Shanghai, building a product optimization system, establishing an efficient promotion system, creating a friendly payment environment, and developing a friendly digital environment.
The meeting also deliberated on the Shanghai Municipal CPPCC’s 2025 work plan for fiscal budget consultation and the agenda for the 22nd Standing Committee Meeting of the 14th Shanghai Municipal CPPCC.
