The US presented a draft proposal for ending the war in Ukraine, which primarily stipulates that Kyiv will cede the Donetsk and Luhansk provinces to Russia and that Moscow will rejoin the G8.
According to White House spokesperson Caroline Levitt, US envoy Steve Wittkoff and Secretary of State Marco Rubio worked “discreetly” on drafting the plan for nearly a month.
Below are the 28 points of the plan, as presented by AFP:
1. Ukraine’s sovereignty is confirmed.
2. A comprehensive non-aggression agreement will be concluded between Russia, Ukraine, and Europe. All ambiguities that remained unresolved over the last 30 years will be considered settled.
3. Russia will not invade neighboring countries and NATO will not expand further.
4. A dialogue will be held between Russia and NATO, mediated by the US, in order to resolve all issues related to security and create conditions for de-escalation.
5. Ukraine will receive reliable security guarantees.
6. The Ukrainian armed forces will be limited to 600,000 members.
7. Ukraine agrees to include in its Constitution the term that it will not join NATO, and NATO agrees to include in its charter a provision clarifying that Ukraine will not join the Alliance in the future.
8. NATO agrees not to station troops in Ukraine.
9. European fighter jets will be stationed in Poland.
10. The US will receive compensation for the security guarantees. If Ukraine invades Russia, it will lose these guarantees. If Russia invades Ukraine, in addition to a coordinated and decisive military response, all sanctions against Moscow will be reinstated and the recognition of its sovereignty over the new territories will be revoked, while all other benefits it gained from this agreement will also be rescinded.
If Ukraine launches a missile against Moscow or St. Petersburg without just cause, the security guarantees will be considered invalid.
11. Ukraine is eligible to join the EU and will benefit from preferential short-term access to the European market while this issue is under consideration.
12. A strong global package of measures for the reconstruction of Ukraine, including the creation of a Development Fund for Ukraine, the rebuilding of Ukrainian natural gas infrastructure, the restoration of areas affected by the war, the development of new infrastructure, and the resumption of mining of minerals and natural resources, all accompanied by a special financing program from the World Bank.
13. Russia will be reintegrated into the global economy, with planned discussions for the lifting of sanctions, its reintegration into the G8, and the conclusion of a long-term economic cooperation agreement with the US.
14. 100 billion dollars of frozen Russian assets will be invested in US-led plans for reconstruction and investments in Ukraine, with the US receiving 50% of the profits from the initiative.
Europe will add 100 billion dollars in order to increase the available investment amount for the reconstruction of Ukraine.
The Russian assets that are frozen in Europe will be unfrozen and the remaining frozen Russian assets will be invested in a separate American-Russian investment vehicle.
15. A joint American-Russian working group responsible for security issues will be created in order to promote and guarantee respect for all provisions of this agreement.
16. Russia will legally enshrine its policy of non-aggression against Europe and Ukraine.
17. The US and Russia will agree to extend the validity of the nuclear non-proliferation and control agreements, including START I.
18. Ukraine accepts not to acquire nuclear weapons, based on the Nuclear Non-Proliferation Treaty.
19. The Zaporizhzhia nuclear power plant will operate under the supervision of the International Atomic Energy Agency (IAEA) and the electricity it produces will be shared equally between Russia and Ukraine.
20. The two countries commit to implementing educational programs in schools and society aimed at promoting mutual understanding and tolerance.
21. Crimea, Luhansk and Donetsk will be recognized – also by the US – as de facto Russian provinces. In Kherson and Zaporizhzhia the line of contact will be frozen, meaning de facto recognition of this line. Russia will renounce the other territories it currently controls outside of these five provinces. Ukrainian forces will withdraw from the area of Donetsk they currently control, where a demilitarized zone will then be created.
23. Russia will not prevent Ukraine from using the Dnieper for commercial purposes and agreements will be concluded for the free transport of grain through the Black Sea.
24. A humanitarian committee will be established to settle the issues of prisoner exchange, the return of bodies, hostages and detained civilians, while a family reunification program will be implemented.
25. Ukraine will organize elections within a period of 100 days.
26. All parties involved in the conflict will receive full amnesty for their actions during the war and will commit to not making any claim nor submitting any appeal in the future.
27. This agreement is legally binding. Its implementation will be monitored and guaranteed by the Peace Council, under President Donald Trump. In case of a violation of the agreement, sanctions will be imposed.
28. Once all parties accept this memorandum, a ceasefire will come into effect immediately after the two sides withdraw to the agreed areas so that the implementation of the agreement can begin.
