The Simplified Logistics Zone of the Port and Hinterland of Genoa takes a significant step forward in its development with the decision of the Steering Committee to initiate the process for a first reconfiguration of the ZLS perimeter, in line with DPCM 40/2024. The expansion, as announced by the Liguria Region, aims to strengthen the competitiveness of the economic-productive system of the Northwest and attract new investments.
Among the key updates, the extension of the Ligurian ZLS perimeter stands out, facilitated by the temporary transfer of 454.66 hectares from the Lombardy Region. This interregional agreement, which will be formalized next month, will allow the inclusion of key areas within the Ligurian ZLS perimeter, such as the entire Erzelli zone, the former Ilva site, the Multedo Urban District, the Marina di Sestri Ponente, and the industrial areas of Val Leira and Valbisagno in the Municipality of Genoa. The expansion also includes state-owned areas of the ports of Savona, Vado Ligure, and Bergeggi, as well as the state-owned “ex Funivie” complexes, currently under commissioner management.
Alessio Piana, the Liguria Region’s Delegate Councilor for Economic Development and President of the Steering Committee, expressed great satisfaction. “The inclusion of strategic areas such as Savona, Vado Ligure, Erzelli, and Multedo represents an important achievement that allows us to tangibly expand opportunities for businesses,” stated Piana, thanking the Lombardy Region for its cooperation and forward-thinking approach.
The Port System Authority of the Western Ligurian Sea strongly advocated for this expansion process, which transforms the ports of Genoa and Savona-Vado into an increasingly interconnected logistics-production hub. Special Commissioner of the AdSP Matteo Paroli commented: “The Port System Authority reaffirms its commitment to promoting a sustainable, competitive, and integrated development model, where port infrastructures are not just gateways to global markets but also platforms for production and innovation serving the territories.”
The expansion reinforces the ZLS’s role not only as a tool for administrative simplification and fiscal incentives but also as a driver of industrial regeneration. Its ability to integrate goods handling with production, processing, and value-chain-related services promises to multiply business opportunities and generate positive impacts on employment, innovation, and regional growth across the Northwest, transforming local logistics infrastructures into advanced hubs of high-value-added economic development.
Enrico Bussalino, Councilor for Transport and Infrastructure of the Piedmont Region, also attended the meeting and shared the initiation of the regional process to integrate new Piedmontese areas into the ZLS. The proposed Piedmontese expansions include strategic logistics hubs such as the Novara (CIM) and Turin (SITO) interports, as well as areas in Asti, Cuneo, and Lower Alessandria, and sites directly affected by the Terzo Valico dei Giovi project.
During the same session, the Committee approved a 90-day extension, moving the deadline to October 28, 2025, for the submission of expressions of interest for settlement in the enclosed Customs-Free Zone, published since last April on the Liguria Region’s website. The decision was made to allow broader participation from national and international operators, also in light of the recent publication of documentation in multiple foreign languages (English, German, Chinese, Spanish).
