On the morning of September 30, 2025, Anhui Ganghang Luhai Equipment Co., Ltd. and the Zongyang County People’s Government reached an important cooperation on the annual 50,000-ton ship (steel structure) green intelligent manufacturing project. The signing ceremony was successfully held in the conference room on the fourth floor of the Zongyang County Government. This move marks a substantive step taken by both parties in promoting the intelligent and green development of the high-end equipment manufacturing industry.
The ceremony was presided over by Liao Zhiyuan, Deputy Secretary of the Zongyang County Committee and County Mayor. He stated that the County Committee and County Government would fully support the project construction and announced the establishment of a special task force led by Huang Chu, Chairman of the County People’s Political Consultative Conference, with multi-departmental coordination. A regular consultation mechanism will be established to ensure the efficient landing and rapid advancement of the project through “nanny-style” services.
Xu Congcai, Chairman of Anhui Ganghang Luhai Equipment Co., Ltd., detailed the project plan. He pointed out that the company, as a state-controlled enterprise jointly established by Tongling Ganghang Group and Shandong Luhai Equipment Group, has maintained steady business development since its commencement of operations in June 2025. Through this collaboration with Zongyang County, the company plans to add approximately 200 mu of industrial land, with a total investment of 1.01 billion yuan, to construct standardized factory buildings, R&D centers, and supporting facilities, aiming to build a leading domestic inland new energy shipbuilding base. After the project reaches full production capacity, the estimated annual output value is expected to reach 790 million yuan, which will significantly drive the coordinated development of the regional industrial chain.
Ye Jun, Secretary of the Party Committee and Chairman of Tongling Ganghang Company, spoke as a representative of the investor, thanking the Zongyang County Committee and County Government for their high regard and strong support for the project. He stated that the group would take this signing as an opportunity to actively introduce associated enterprises, such as new energy power system manufacturers, to gather in the Zongyang Riverside Industrial Park, jointly build a green shipbuilding ecosystem, and inject strong momentum into the high-quality economic and social development of Zongyang County.
This signing is an important milestone for Anhui Ganghang Luhai Equipment Co., Ltd. and Zongyang County in deepening cooperation and seeking mutual development. Both parties unanimously expressed that they will give full play to their respective advantages, jointly promote the project to be built, put into operation, and yield results as soon as possible, contributing new industrial kinetic energy to the construction of the Yangtze River Economic Belt.
It is understood that Anhui Ganghang Luhai Equipment Co., Ltd. is a modern high-end equipment manufacturing enterprise formed through a strong alliance between Tongling Ganghang Investment Construction Group Co., Ltd., under Anhui Provincial Port & Shipping Group, and Shandong Gang Luhai Equipment Group Co., Ltd., under Shandong Port Group, with a registered capital of 202 million yuan.
Relying on the construction scale and location advantages of the former Zongyang Shipyard (Anhui Oriental Shipbuilding), the company promotes the construction of the shipyard project within the Anhui Ganghang Port Economic Industrial Park. It mainly engages in shipbuilding, repair, dismantling, and other businesses, continuously improves the functional layout of Tongling Port, accelerates the manufacturing of new energy ships, and aims to build it into “one new energy ship repair and construction base, one comprehensive three-dimensional hub port, one advanced intelligent manufacturing new base, and one port economic industrial park”.
In May of this year, Zongyang Shipyard received a building contract for four 12,000-ton self-propelled deck barges from Singapore’s Wellem International Group, with a cost of 170 million yuan. The four new ships will be delivered in 2026 and 2027, two each year. This is the first international order for Zongyang Shipyard and will also be the first ships built since the shipyard’s establishment. On June 25, the official commencement of operations of Zongyang Shipyard and the steel-cutting ceremony for the self-propelled deck barges and LNG multi-purpose vessels were held in Zongyang County, Tongling City.
In the future, Anhui Ganghang Luhai Equipment Co., Ltd. will adhere to the development philosophy of “Green Intelligent Manufacturing, Port-Shipping Linkage,” deeply integrate intelligent equipment and clean energy technologies, focus on the core of high-end equipment manufacturing, extend into port logistics, trade, and port-related industries, develop around the entire shipbuilding chain, and primarily focus on the construction and repair of 10,000-ton class ships for the Yangtze River trunk line and new energy ships for inland rivers and canals (pure electric or methanol-fueled container ships, bulk carriers).
