Typhoon Yellow Warning: Typhoon “Fung Wong” will move into the central and eastern parts of the South China Sea around noon today.

The National Meteorological Center issued a typhoon yellow warning at 06:00 on November 10:

Typhoon Fung-wong, the 26th typhoon of this year, weakened from a super typhoon to a severe typhoon last night (9th) in the offshore area east of Luzon Island, Philippines. It then made landfall around 20:30 on the 9th along the coast of Aurora Province, Luzon Island, Philippines. At landfall, the maximum wind force near the center was force 15 (50 m/s), and the central minimum pressure was 940 hPa. Afterwards, it moved from east to west across Luzon Island, continuously weakening in intensity, and weakened to a typhoon level in the early hours of today (10th). At 5:00 AM this morning, the center of Fung-wong was located in the offshore waters of western Luzon Island, approximately 275 kilometers northwest of Manila, Philippines, at latitude 16.6° North and longitude 119.5° East. The maximum wind force near the center was force 13 (38 m/s), the central minimum pressure was 965 hPa, the radius of the force 7 wind circle was 380-480 kilometers, the radius of the force 10 wind circle was 180-220 kilometers, and the radius of the force 12 wind circle was 80 kilometers.

It is forecasted that Fung-wong will move northwestward at a speed of 10-15 kilometers per hour and is about to move into the central and eastern sea areas of the South China Sea around noon today. Its intensity will gradually increase, with the expected maximum intensity reaching severe typhoon level (force 14, 42-45 m/s). Starting from the night of the 11th, it will gradually turn to move northeastward, with intensity gradually weakening. It is expected to make landfall again along the southwestern coast of Taiwan Island from the afternoon to the night of the 12th (severe tropical storm or typhoon level, force 10-12, 28-33 m/s), and will weaken rapidly thereafter.

Wind forecast: From 08:00 on the 10th to 08:00 on the 11th, the southern part of the East China Sea, the sea areas east of Taiwan, most of the South China Sea, the coastal areas of Fujian, the coastal areas of Guangdong, and the coastal areas of Taiwan Island will experience winds of force 6-8, with gusts of force 9-10. The Taiwan Strait, the Bashi Channel, the northeastern and central-eastern parts of the South China Sea, Huangyan Island, and the Dongsha Islands may experience winds of force 9-11, with gusts of force 12-13. The sea areas and regions near the center of Typhoon Fung-wong may experience winds of force 12-14, with gusts of force 15-16.

Precipitation forecast: From 08:00 on the 10th to 08:00 on the 11th, most of Taiwan Island will experience heavy to torrential rain, with some areas in the eastern part experiencing heavy to extremely heavy rain (250-300 mm).

Precautionary guidelines:

Government and relevant departments should perform their duties in accordance with their responsibilities to carry out emergency response work for typhoon prevention and rescue.

Waterborne operations in relevant waters and passing vessels should return to port to take shelter from the wind, and port facilities should be reinforced to prevent vessels from dragging anchor, running aground, and colliding.

Outdoor large-scale gatherings and high-altitude outdoor hazardous work should be stopped.

Reinforce or dismantle structures that are easily blown away by the wind. Personnel should not go out unnecessarily and should stay in a safe, wind-protected place as much as possible. Ensure that the elderly and children remain in the safest place at home, and people in dangerous buildings should be evacuated promptly. When the typhoon center passes, the wind may decrease or become calm for a period of time. Remember that strong winds may suddenly blow again, and one should continue to stay in a safe place to avoid the wind.

Relevant areas should pay attention to preventing mountain torrents and geological disasters that may be caused by heavy precipitation.
