Argentine Customs implements “Monitored Export” system for remote cargo inspection

The Argentine Customs Collection and Control Agency (ARCA) implemented a new remote control system for export operations under the On-Site Export Cargo Regime (EXPL). Through General Resolution /2025, the agency created the “Monitored Export” regime, which will allow for the supervision of operations through video surveillance technology (CCTV) without the need for the physical presence of customs agents at each loading point.

The main objective of the measure is to streamline procedures, reduce waiting times, and optimize logistics costs for exporting companies, while maintaining traceability and security in customs controls. The new system is based on real-time supervision from remote centers, guaranteeing the transparency and efficiency of the procedures.

The Argentine Minister of Deregulation and State Transformation, Federico Sturzenegger, described the measure as a “Copernican change” in the management of foreign trade.

“Now, with a small infrastructure, which is a cage and cameras, you will be able to self-dispatch your foreign trade from your own plant. It will not be necessary to bring in a verifier, pay for travel expenses, suffer delays, etc. And if you did not set up the infrastructure yourself but a nearby company did, you can go to dispatch there. It is moving to a system where you simplify the lives of thousands of honest producers, allowing them to easily do what they want to do, which is to produce and export,” he said.

To access the regime, companies must certify at least two years of seniority in the Importers and Exporters Registry and comply with the established technical requirements for the installation and operation of the monitoring system. The General Directorate of Customs will be responsible for defining the guidelines for admission, control, and maintenance, in addition to coordinating the training and supervision of participants.

The resolution comes into effect upon its publication, but the implementation will be gradual, according to the schedule that ARCA will soon release, the agency indicated.
